INTRODUCTION This report requests that the city council adopt a resolution setting a public hearing to determine the necessity to place telephone, electric and cable TV utilities underground in connection with the construction of the proposed Fourth street on-ramp to the Santa Monica Freeway. BACKGROUND Caltrans has recently requested the city council approve a new freeway agreement. The agreement provides for the construction of an eastbound Fourth Street on-ramp. In connection with this construction, Caltrans has notified the City and the various utility companies that the existlng poles and overhead wires along Olympic Boulevard Eastbound between Fourth street and Lincoln Boulevard must be relocated so as not to conflict with the new roadway alignments. 6-~ ~tP (' ~, 1996 - -- -- .. The City and the state of California PUC have regulations providing for the elimination of utility poles and overhead wires in various situations as follows: 1. Undergrounding will avoid or eliminate an unusually heavy concentration of overhead electric facilities; 2. The street or road right-of-way is extensively used by the general public and caries a heavy volume of pedestrian or vehicular traffic; 3. The street or road right-of-way passes through a civic area or public recreation area or area of unusual scenic interest to the general public. The proposed project satisfies these criteria. BUdqet/Financial Impact The proposed undergrounding of utilities will be funded by the utility companies. There is no budget or financial impact to the City as a result of the formation of this underground utility district. RECOMMENDATIONS It is recommended that the City Council adopt the attached resolution setting a pUblic hearing for October 9, 1990. Prepared by: Stanley E.
