SUBJECT: Recommendation to Adopt Resolution Approving city
Participation in the Santa Monica Community Partnership
to Prevent Alcohol and Other Drug Problems
INTRODUCTION
This report transmits a resolution to commit the City to
participate in the Santa Monica Community Partnership to Prevent
Alcohol and Other Drug Problems (community Partnership) and to
designate the CLARE Foundation to act on the community
Partnership's behalf as the lead agency to apply for and
administer funds through a Federal Office of Substance Abuse
Prevention (OSAP) grant.
BACKGROUND
The community partnership is a coalition of private, public and
community non-prOfit organizations committed to reducing alcohol-
and other drug-related problems by planning, implementing,
evaluating and improving prevention programs in the City of Santa
Monica.
In May 1990, the CLARE Foundation called an initial meeting to
discuss forming a collaborative project to provide ongoing
alcohol and other drug prevention planning and advocacy. The
initial planning phase brought together representatives from the
Santa Monica/Malibu Unifed School District, the Neighborhood
Support Center, local non-profits and the Police and Community
Development departments of the City. 6 -A

In June 1990, the informal planning group of the Community
Partnership held a meeting for community and school leaders and
interested members of the pUblic to generate wider community
involvement and identify community concerns about alcohol and
drug issues. The interest and response was strong as indicated
by the many issues raised including the need for designated
driver programs, the proliferation of alcohol outlets and need
for increased alternative activities for young people.
The Community Partnership planning group in conjunction with
CLARE staff has decided that the target population for the
project is youth and their families. Additionally, the Community
Partnership will develop specialized strategies to effectively
involve and reach Latinos in the community.
Although the City could administratively indicate its partnership
for the purposes of the grant and the city's partnership does not
create any legal or fiscal obligations, it is felt that formal
Council action will strengthen and enhance the grant proposal.
BUDGET/FISCAL IMPACT
The recommendation presented in this report does not have a
budget or fiscal impact.
RECOMMENDATION
It is recommended that the City council adopt the accompanying
resolution and thereby commit to participation in the Community
Partnership and designate the CLARE Foundation to act on the
City's behalf in applying for and administering the OSAP grant.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING PARTICIPATION IN AND COMMITM.ENT TO
THE SANTA HONICA COHHUNITY PARTNERSHIP TO PREVENT ALCOHOL AND
OTHER DRUG PROBLEMS
WHEREAS, the problems of alcohol and other drugs are a maj or
social problem affecting our community;
WHEREAS, in the 1989 "The K1ds In Santa Monlca: The Community
Speaks Out" it was reported that 44% of high school- and 38% of
middle school-age young people felt drug abuse 1S the greatest
threat to them;
WHEREAS, the 1989 report, "The Kids In Santa Monica: An Action
Plan for the 1990's" in its Call to Actlon sets forth the
challenge that Santa Monica in the year 2000 be "a city that,
because of the efforts of the past decade, is more supportive of
youth than it was before and -whose ma] ors systems have been
modified or enhanced to address thelr needslt;
WHEREAS, the CLARE Foundation (hereinafter called "CLARE"), a
community based non-profit, has worked to reduce problems
associated with alcohol and other drugs for youth and adults in
our community since 1971;
WHEREAS, the Santa Monica Community Partnership to Prevent
Alcohol and Other Drug Problems ((hereinafter called "Community
Partnership") is an unincorporated associatlon of public and
private agencies united to plan and improve alcohol and other
drug prevention activities in the City of Santa Monica; and
WHEREAS, CLARE and the Communlty partnershlP have jointly agreed
to seek funding to support alcohol and other drug prevention
efforts;

NOW, THEREFORE I THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
section 1. The City of Santa Monica agrees to be a partner
in the community partnership.
section 2. The CLARE Foundation on behalf of the Community
partnership and the city of Santa Monica is authorized to apply
for funding and administer any grant received from the Federal
Office of Substance Abuse Prevention (hereinafter called "OSAP")
for the purposes of drug and alcohol abuse prevention.
Section 3. The city Manager is authorized to negotiate and
to execute all agreements and documents necessary to fulfill the
purposes of this Resolution.
Section 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
