SUBJECT Recommendation to Appoint Members to the Technical AdVISory
Committee for Phase 2 of the Sustainable Development GUidelines
Project
INTRODUCTION
ThiS report recommends that Council appoint members to serve on the Technical
AdVISory Committee for Phase 2 of the Sustainable Development GUidelines Project
BACKGROUND
On June 24. 1997. Council approved a contract with Sheltalr SCientific LimIted for
Phase 2 of the Sustainable Development GUidelines project and the formation of a
Technical AdVISOry Committee to assist Sheltalr and City staff wIth assessing design
regulations It was proposed that the committee be compnsed of eleven members,
seven professional and four general community representatives All committee
members must reSide or conduct bUSiness In Santa MOnica, and It IS preferable that
members be knowledgeable about the City's development approval process, ItS plan
check process, the Sustainable City Program goals and objectives, and the Santa
Monica community as a whole

DISCUSSION
Staff has Identified eight professional/technical members as follows,
1 Nablh Youssef Structural Engmeer, Nablh Youssef and Associates
2 David Hibbert Architect, David Hibbert and AssocIates
3 Doug Holte Real Estate Developer, Hines Development,
4 Gary Petersen Environmental Consultant specializing In
environmental construction, recycling,
and solid waste management
5 Ralph Downmg Construction Loan Manager, Santa MOnica
Bank
6 Cynthia Kennlck Construction Manager, Morley
Construction
7 Steve DavIs Member of the City's Task Force on the
EnvIronment. Architect, Summit Architecture
8 John Zinner Member of the Planning Commission Subcommittee
on Sustalnablllty, Energy Consultant
and recommends that Council consider appointing all eight. Instead of seven, due to
their specific professional and technical expertise
Only two applicatIOns were received from the general public Both applicants attended
the design charrette on the CIVIC Center Specific Plan sponsored by the City and the
Amencan Institute of Architecture which focused on sustainable design measures To
ensure that the project move forward as scheduled, staff recommends that the work of
the TAC commence Immediately With ten members Should more publiC applications
be received staff will bnng them to Council for consideration for the eleventh seat

The general public will have an opportumty to provide Input on the proposed
Sustainable Development GUidelines at a public workshop to be held in the Sprjng of
1998
