SR-6C (9) ~ CD ntrac+ Wo cC 772 C cCS) SEP 2 3 1997 6C ccs ccsadmn\share\staffrep\pool wpd Council Meeting September 23, 1997 Santa Monica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Authonze the City Manager to Negotiate and Execute a Professional Services Contract with Klllefer Flammang Putnll Architects for the Municipal Pool Replacement Project I NTRODUCTI ON This report recommends that the City Council authorize the CIty Manager to negotiate and execute a professional services contract with Klllefer Flammang Putnll ArchItects for the Municipal Pool Replacement Project The negotiated fee for this contact shall not exceed three hundred and SIXty thousand dollars ($360,000) BACKGROUND In July 1997. the City Council conceptually approved the Open Space Element and Parks & Recreation Master Plan which Include proVISions for the replacement of the MUnicipal Pool at Santa Monica College The Council also allocated funds for the project In the 1997-98 Budget. augmentmg General Fund and Federal Emergency Management Agency (FEMA) funds previously set aSide for pool repairs Because the Federal money must be expended by September, 1998 the project IS on an expedited tlmelme The eXlstmg facIlity was bUilt In 1950 and will be replaced With a new 50-meter pool, a smaller mstructlonal pool, and a new pool bUlldrng With lockers. showers, and other - 6C SEP 2 3 1997 support facIlities The new facility will be bUilt at the eXisting site or may be relocated to another site on the Santa MOnica College campus depending upon the outcome of the College's Campus Master Plan The College's community Input process was Initiated In the spring and will continue Into the fall Final College approval IS expected In December, 1997 DISCUSSION The City Issued a Request for Qualifications (RFQ) for a project deSign team on July 25. 1997 Responses were submitted by SIX (6) consultants on August 18. 1996 The RFQs were evaluated by a review committee which Included representatives from Santa Monica College, the Community and Cultural Services Department. and the EnVironmental & Public Works Management Department's Englneenng DIVIsion The review committee selected four (4) of those firms to submit proposals and participate In an oral Interview The four (4) interviews were completed on September 5, 1997 The review committee recommended the selection of Klllefer Flammang Putnll (KFP) Architects Based In Santa Monica, KFP has won numerous deSign awards, including several from the City of Los Angeles' Cultural Affairs Commission and from the American Institute of Architects The firm has successfully completed work for the City (most recently as part of the deSIgn team on schematiC deSIgn of the Public Safety bUilding) and Santa MOnica College. and IS familiar With the eXisting pool facility Included as a subconsultant on the KFP team IS Rowley International, an aquatics consulting and englneenng firm which has completed over 100 pool projects, Including the pools for the 1972 MUnich OlympICS, the 1976 Montreal OlympiCS. and the 1984 Los Angeles Olympic games Rowley has also completed mUnicipal pools for the cities of Downey, Santa Barbara, Monterey, Temecula, RiverSide, and many other commumtles The references supplied by KFP Architects each reported that the consultant's work was outstanding BUDGET/FINANCIAL IMPACT Funds are available In the amount of $3,900,000 In the following CIP accounts, and the $360.000 design contract should be drawn proportIonally from each 01-740-511-20098-8900-99664 ($1,759,832), 01-740-481-20098-8900-99421 ($163,859), 19-740-511-20098-8900-99664 ($ 1,724.845). and 13-500-402-86524-5501-13005 ($251,464) RECOMMENDATION Staff recommends that the City CounCil authonze the City Manager to negotiate and execute a profeSSional services contract With Klllefer Flammang Putnll Architects In an amount not to exceed three hundred and Sixty thousand dollars ($360.000) for the Municipal Pool Replacement Project Prepared by Barbara Stmchfleld.
