Background
ThIS report recommends that the City Council authorize the City Manager to amend
Standard Agreement No 5-061-140-0 with the State Water Resources Control Board to
accept an additional $25.000 In grant funds to conduct a mathematical and laboratory
evaluation of the Continuous ReflectIve Separation (CDS) system's effectiveness m
capturing pollutants from stormwater This adds an additional task to the scope of work
to be performed by Woodward-Clyde Consultants, contracted m July, 1996 to evaluate the
effectiveness of various catchbasm retrofits and deVices In capturing pollutants before they
are flushed Into the Santa MOnica Bay
The State Water Resources Control Board, under the auspIces of the Santa MOnica Bay
Restoration Project (SMBRP), awarded the City a $100,000 grant In July 1995 to develop
a pilot project with other Santa MOnica Bay watershed cities and agencies which would
lead to the reduction of pollutants entering the Santa MOnica Bay By March, 1997, a
Consortium of 16 Cities and agencies was formed which collectively contnbuted $150.00~ T

toward the proJect The Consortium developed a mutually agreed upon scope of work for
consulting services and Issued a request for proposals (RFP) The City of Santa MOnIca,
In Its capacity as ProJect Manager for 5MBRP, entered Into a contract with Woodward-
Clyde Consultants In September, 1997 The contract was amended June, 1997, to extend
the completion date to March, 1998 This IS the second amendment to the contract to
Increase the budget by $25,000
DIScussion
In May. 1997. the representative from the 5MBRP Informed the Consortium that additional
funds could be made avaIlable to the proJect If the Consortium submitted a worthwhile
proposal The Consortium and Consultants concurred that the laboratory testing of an
eXisting storm drain outfall retrofit system called the Contmuous Reflective Separation
(CDS) Unit would be a worthwhile addition ThiS umt has been constructed In 90 locations,
primarily New Zealand and Austral1a, and has demonstrated Its success for captunng
100% of all floatable material and 90% of all material entering the unit that IS larger than
06 Inch In dimension The Consortium ]S Interested In Simulating Southern Cal1fornla
storm events at UCLA's mock catch baSin laboratory to test the CDS system's performance
and potential utility In our climate and conditions
The Santa Monica Bay Restoration ProJect and the State Water Resources Control Board
approved thiS additional task and have amended the contract accordingly The State
requires City CounCil consent of the new work element and acceptance of the additional

Recommendation
Staff recommends that the City CounCil
1 Approve receipt of the additional $25,000 for the Catch BaSin research proJect and
authOrize the City Manager to negotiate and execute a second amendment to the
contract With the State Water Resources Control Board, and
2 Increase CIP account 20-760-402-20096-8900-99625 by $25,000 and Increase
revenue account 20-500-402-00000-0350-10000 by $25,000 to reflect
reimbursement by the State of the corresponding expenditures In FY 1997-98
