SUBJECT Award of Contract to Replace Carousel BUlldmg Roof
Introduction
This report recommends that the City Council award a contract to replace the Carousel
BUilding roof to Letner Roofing Company, the lowest responsIble bidder, In the amount of
$247.000
Background
OUTIng the FY 1997 budget process, City Council approved funding to replace the Pier
Carousel bUilding roof The Carousel bUilding roof has leaks that can no longer be
repaired and It needs to be replaced DUring the past several years, leaks and
condensation have resulted In damage to the hand-carved wood carousel horses, the
interior wood flooring and the roof structure This project Includes replacmg the metal,
cone shaped standing seam roof, the deteriorated wooden cupola and louvers at the top
of the roof, and the flat bUilt-up portions of the roof

DIscussion
A notice mVltmg bids to replace the Carousel BUlldmg roof was published on July 17 and
18. 1997 In The Outlook, as well as In four construction Journals Bid documents were sent
to SIX women/mlnorrty business enterprise aSSOciatIons (WMBE) Bid packages were
requested by eight contractors The City Clerk's Office received five sealed bids at the
prescrrbed time The bids were publicly opened and read aloud on August 11, 1997
The bid results were as follows
1 Letner Roofing Company $247,000
2 Spllat Construction Corp $343,000
2 Armond Baghramlan $368,500
4 Des/Mar Construction Company $416,000
5 Woodcllff Corporation $540,000
City Engineer's Estimate
$300,000
Staff recommends awarding the contract to Letner Roofing Company, the lowest
responsible bidder, whIch supplied the City With several references, all of which reported
that the Contractor's work was satisfactory The State Contractors' License Board venfied
that the Contractor's license IS current, active, m good standing and appropnate for this
type of work

additional work In conformance With the Administrative Instructions on change
orders
