SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract with Christopher A Joseph & Associates to Prepare the
Environmental Impact Report for the Open Space Element/Parks and
Recreation Master Plan
INTRODUCTION
This report recommends that the City CounCil authorize the City Manager to negotiate and
execute a contract In the amount of $49,78000 with Chnstopher A Joseph & Associates
for preparation of the EnvIronmental Impact Report (EIR) for the Open Space
Element/Parks and Recreation Master Plan, and authorize the City Manager to Increase
the contract amount by up to $5,000, If necessary
BACKGROUND
In the Fall of 1995, the City Initiated preparation of the Open Space Element/Parks and
RecreatIon Master Plan The City entered mto a contract with Brady and Associates to
complete the proJect, including preparation of the E1R by Christopher A Joseph &
Associates as a subcontractor The project was subsequently separated Into two phases,
and the contract between the City and Brady and ASSOCiates termmated after Phase I The
City selected ROMA DeSign Group to complete Phase II

CONSULTANT SELECTION PROCESS
For Phase I of the project, City staff receIved proposals from SIX consulting teams, each
of which Included an environmental speclallst(s) to prepare the EIR The selected team,
led by Brady and Associates, Included Chnstopher A Joseph & Associates as a
su b co ntractor Other environmental consultants mtervlewed as part of other proJect
teams mcluded Rincon (subcontractor to Dangermond & Associates), Myra Frank &
Associates (subcontractor to Wallace, Roberts & Todd), and Cotton/Beland/Associates
(subcontractor to RJM Design Group) The proposals were reviewed by a staff committee
from the Departments of Community and Cultural Services and Planning and Community
Development FollOWing selection of new principal consultants for Phase II (ROMA Design
Group), staff determined that Christopher A Joseph & Associates should continue on the
proJect team given his famlllanty with the baseline work accomplished In the first phase
BUDGET/FINANCIAL IMPACT
Funds for the EIR are available In the follOWing accounts 01-800-266-00000-5506-00000
($35,000) and 01-210-266-00000-5506-00000 ($19,780)
RECOMMENDATION
It IS recommended that the City Council authorize the City Manager to negotiate and
execute a contract In the amount of $49,78000 with Chnstopher A Joseph & Associates
to prepare the EIR for the Open Space Element Update/Parks and Recreation Master Plan
and authonze the City Manager to Increase the contract by up to $5,000, If necessary
