Envlfonmental, Inc to ProVIde Hazardous Waste TransportatIOn. ~vfanagement and RecyclmgiDIsposal ServIces IntroductIOn ThIs report recommends that Cny CouncIl authOrIze the Crty Manager to negotIate and execute a contract \Vlth MSE, EnVIronmental, Inc III the amount of $200,000 to provIde hazardous waste transportatIOn, management and recydmg/dlsposal serVIces through June 30, 1997. \vnh a rene\val optIOn through June 30, 1998 Background The CIty of Santa ~lomca generates regulated hazardous \vaste on a contmuous baSIS from emergency response, 1l1-house actrntles and the Household and Small Busmess Hazardous Waste CollectIOn Faclhty State and federal regulatIOns reqUIre that hazardous wastes be stored at CIty facIllues for no longer than 90 days pnor to recyclmg or dIsposal at a state or federally permItted faclhty Hazardous waste must also be transported by a State certIfied and permItted company DlScussIon Envlfonrnental and PublIc Works Management statT reVIewed proposals from five qualIfied compames wluch provIde hazardous waste management and transportatIOn/dIsposal serVIces Among the five proposals. MSE EnVIronmental, Ine (MSE) submItted the lowest cost proposal for a comparable scope of serVIces :\!ISE acts as an mdependent \vaste broker wluch aSSIsts the CIty III findmg the most cost effectIve and envlfonrnentally sound waste management alternatIve In addItIOn. MSE has demonstrated consIstent and responSive servIces VIa pnor serVIce to the 1 bI JUl 2 3 1996 displaced tenants of the controlled rental unit. The instruction shall direct the escrow holder to make the distribution within three (3) working days of delivery of the instructions. (3) The entire fee shall be paid to a tenant who is the only displaced tenant in a controlled rental unit. If a controlled rental unit is occupied by two or more displaced tenants, the relocation fee shall be paid to all displaced tenants jointly. In no event shall a landlord be liable to pay a total amount which is more than the fee required by section 1817(d) for one controlled rental unit, and the landlord shall have no responsibility or liability for disputes between displaced tenants over allocation of the relocation fee between such displaced tenants. (4) In the event the landlord has been required to commence a legal action to recover possession of the controlled rental unit and a decision is rendered or a judgment has been entered in favor of the landlord prior to the tenant's vacation of the unit, the landlord may instruct the escrow holder to 10
