Th:...s report. recommends that the Clty Council award a contract to
Design-Bulld the Santa Monlca Pier Fire Protection System - Phase
=1 and upgrade the C1ty Yards F1re Alarm System to Tri-Bulld
Development Corporation, the lowest responsible bldder, in the
amount of $437,000.
Backaround
Prev1o".lsly I the City Council approved funding for the installation
of a f1re protectlon system for the Santa Monica P1er and for
upgrad1ng t~_e eXlstlng City Yards fire alarm system. The work
requiyed to protect the p1er substructure 1S divided lnto two
phases. The scope of work ln Phase 1 included the des1gn and
construction of an automatlc fire sprinkler system under the
easterly ha':'f of the pier. This work has been completed. The
Phase =1 deslgn and constructlon of the westerly half of the pler
is scheduled to start in Aug.ust 1996 and 18 expected to be
completed by February 1997.

The eXlsting fire alarm system at the Ci ty Yards is unreliable,
Glfflcult to nalntain, and does not comply with current Fire Codes.
upgrade of the City Yards fire alarm system wlII lnclude an
efflclent and sensitive detection system with a new monltoring
pane 1, heat, snoke, and ultraviolet flame detectors; and conduit
and wlrlng for communlcatlon data loops to connect to all
bUlldings. prellminary fire protection plans for both sites have
been ~evlewed and approved by the City Flre Marshal.
A Notlce Inv~tlng Blds was published on May 27 and 28, 1996 in The
Out::'ook as well as in four construction Journals. Bidding
documents were sent to SlX woman/minority-owned business enterprise
associatlons Bldding packages were requested by eight (8)
contractors The Clty Clerk's offlce received three (3 ) sealed
b:.ds, WhlCh were publicly opened and read aloud on June 17, 1996,
by the Deputy Clty Clerk.
The bid results were as follows:

City Engineer's Estlmate . . . . $440,000
The lowest bidder, Trl-Build Development Corporation, supplled the
Clt:y w:.th seven ( 7) references and all reported that the
contractor's work was satlsfactory. The State Contractors'
Llcense Board verifled that the Contractor's Llcense lS current,
