ThIS report recommends that the CIty CouncIl appomt Arthur FIsher to the Systems AdVIsory
Board (SAB) of the MetropolItan CooperatIve LIbrary System
Background
The :Metropohtan CooperatIve LIbrary System IS the lIbrary organIzatIOn to wlnch Santa MOllica
PublIc LIbrary belongs ThIrty CIty lIbrarIes m Southern CalifornIa belong to MCLS The public
lIbrary systems were establIshed under provlSlon of the Callforma LIbrary ServIces Act of the
State of CalIfornIa and receIve State fundmg to help support varIOUS lIbrary functIOns
The governmg body of each member hbrary appomts a CItIzen to the System AdVISOry Board
(SAB) The purpose of the SAB IS to adVIse and aSSIst the AdmlllIstratIVe CouncIl of MCLS.
recommend needed serVIces and programs. and evaluate serVIces and programs proVIded by
MCLS The appomtee IS expected to be knowledgeable of hbranes III general and of the

Because the SAB meets only tn"lce dUrIng the year, It IS cruCial that anyone appomted already
be knowledgeable about librarIes and preferably have some current lllvolvement wIth the public
lIbrary m thelT commumty Staff recommends that the Crty COlUlCIl appoInt Arthur FIsher to the
System AdvIsory Board to the MetropolItan Cooperative LIbrary System Dr Fisher IS a past
presIdent of the Fnends of the Library and current ChaIr of the LIbrary Board Dr Fisher has
a thorough understandmg of lIbrarIes and then value m the commlUllty He IS an outstandmg
advocate for quahty hbrary serVice and would represent the LIbrary and the City well
