SR-070996-6E CONTRACT )216 (CCS) ~ ~ EPWM.CP:AA:HA:tj s \sp1552\cc1S52.wpd califJltliaO 9 1996 council Meeting: July 9, 1996 Santa Monica, TO Mayor and Clty Council FROM: Clty Staff SUBJECT: Recommendation to Authorize the Clty Manager to Negotlate and Execute a Professional Services Contract for the DeSlgn of a Sewage Pump Station, Paciflc Coast Highway Sanitary Sewer Main Repalrs, and a Sewage Flow MOTIltoring/Sampllng System INTRODUCTION ThlS report recommends that the Clty Council authorize the City Ma~ager to negotiate and execute a professional services contract wlth Montgomery Watson for consulting services to design a sewage pump station rehabilltatlon plan, sanitary sewer main repairs on Paclfic Coast Hlghway, and a sewage flow monltoringjsampling system. The negotlated fees for this contract shall not exceed three hundred flfty-flve thousand dollars ($355, 000) . Backoround The Moss Avenue Pump Station lS sltuated on a parcel immediately south of the Santa Monlca Pier near the intersection of Moss Avenue and Ap!nan Way. Currently, the pump station has several deficlencles lncluding the lack of adequate ventilation and gas detectlon systems, the lack of adequate odor controls, inoperable valves, and lnsufflclent capacity. Under provlsions of existing agreements, the City of Los Angeles wl11 reimburse the City eighty- flve percent of the rehabll1tatlon design costs. ThlS required 1 6E JUL 0 9 1996 relmbursement from the Clty of Los Angeles wlll be handled as a part of the regular annual billing reconciliation between the two cltles for sewage disposal costs. The :naln sewer trunk llne on Paclflc Coast Hlghway between the norther~ Clty boundary and Colorado Avenue has suffered slgnificant earthquake damage. The Federal Emergency Management Agency ( FEMA) and the State's Offlce of Emergency Services (OES) are expected to relmburse 100% of the costs for the sewer line repair and the City will fund additional costs for any necessary sewer line capaclty upgradlng. A new sewage flow monitoring system lS crltlcal to ensure the accuracy of the data which is used to calculate the required payment by Santa Monlca to the Clty of Los Angeles for sewage treatment services at the Hyperion Treatment Facllity. DISCUSSION A Request for Qualifications was lssued on February 8, 1996. Responses were submltted by elght (8 ) firms The Statements of Quallflcatlons were evaluated by a review co~mlttee which included the Utllltles Manager, the Clty Englneer, a Senlor C1Vll Engineer, and a C1Vll Englneer.
