ThlS report reauests that the City Councll authorlze the Clty
Manager to negotlate and execute a professional services agreement

req~ire that all slngle-walled storage tanks and P1ping be replaced
by double-walled systems by 1998.

A Request fcy Qualificatlons (RFQ) was prepared for the project,
and rrailed to 104 consultlng englneering firms includlng
approxlmately 30 DBE flrms. The City received thirteen (l3 )
Statements of Qualiflcation ( SOQ ) ln response. A selectlon
CO'T.ml t tee consistlng of Clty staff from the Englneering Divislon
and EnV1YOnmental Programs Divislon of the Environmental and Public
Works Managenent Department, and the Santa Monica Munlcipal Bus
L1TIeS revlewea and ranked the SOQ's. Three firms were lDvited to
make preser:ta~lons and were lntervlewed. Kleinfelder, Inc , which
has extenslve experlence In the design and the replacement of
underground storage tanks, was ranked flrst based on thelr
quallflcations and p~evlous experience wlth slmllar projects. For
this proJect Klelnfelder, Inc. anticlpates DBE partlclpation of
approxlnately 60%
ThlS proJect lnvolves preparlng the design plans and specificat10ns
for the replacement of the underground fuel and oil tanks and
cons::r..lcting the storage tanks in accordance with the plans and
speclf:.cat:..cns.
