SUBJECT. Recommendation to Award Bid to Furnish and Deliver Five (5) New 1996 Ford
Crown Victoria 4-Door Sedans
Introduction
This report concerns an award of bid to furnish and deliver five (5) new 1996 Ford Crown
Victoria 4-Door Sedans for the Fleet DIvIsion, Environmental and Public Works Management
Department, In the total amount of $121,825.63, mcludmg applicable sales tax
Backwound
The cut off date for ordering 1996 Ford Crown Victoria 4-door Sedans was June 5, 1996,
However, Downey Ford Company has excess stock of these particular vehicles and has
confirmed that a prior bid price of $22,184.69 per vehicle, which CouncIl approved (bid
number 2533) on January 9, 1996, Will be extended for this purchase, and Includes a door
lock optIon of $323 51 per vehIcle for a total of $121,825 63 Staff has contacted five other
vendors and none had the required number of Ford Crown Vlctona 4-Door Sedans available at
a better price. ThiS purchase IS consistent with the cntena for JOint purchasing under the
provISions of SectIOn 2 24.080 of the City of Santa Momca MUnicipal Code. Additionally, by
uSing the City's pnor bid number 2533, the City Will realize a fIve percent (5%) savings per
umt ($1,200) and qualify for a rebate of $1,500 from the California Energy Commission.

The five (5) Crown Victoria 4-door Sedans are part of the Vehicle Replacement Program as
approved m the FY 1996-97 City Budget
These vehicles will be used by Environmental and Public Works Management personnel In the
performance of their day-to-day duties, and the vehicles replace five hlgh-mamtenance
vehicles which have exceeded their useful life expectancy The purchase of these CNG-
powered vehicles IS consistent with the City'S reduced emiSSIon fuel policy
Staff has evaluated the bid submitted by Downey Ford Company and finds that It meets City
specIfications
