SUBJECT Recommendation to Authorize the CIty Manager to Negotiate and Execute
a ProfessIonal ServIces Contract for Preparatron of an AnalysIs of Ocean
Front Traffic Circulation
INTRODUCTION
ThIS staff report recommends that the CIty Council authonze the CIty Manager to negotIate
and execute a contract with Meyer, Mohaddes Associates for consulting services to
prepare an analysIs of ocean front traffic circulation The negotiated fee for thiS contract
shall not exceed $53,700
BACKGROUND
It has been determined that a thorough analysIs of downtown/ocean front traffic Issues
should be conducted to comprehensively evaluate CIrculation and parkIng Issues that
result from peak usage and special events The purpose of thiS ocean front traffic
Circulation analysIs IS to provide the City with recommended options to lessen congestion
and Circulation Issues along the beachfront and at downtown Intersections In proximity to
the Pier
1 QTJs
The consultant team will work with City and Pier Restoration Corporation staff to Identify
ImplementatIon measures to address how VIsItors arrive, locate parking and cIrculate In
this area of the City Recommended solutions will address traffic and circulation patterns
The study will Include analysIs of data collected through traffic counts, aenal photography,
self-administered surveys, and Interviews
Staff recommends the selection of Meyer, Mohaddes Associates (MMA) as the sole
source service provider to prepare the analysIs MMA IS recommended as the sole source
service provIder for thJS project because of their on-goIng work for the City as the traffIc
consultant analyzing changes to the downtown circulatIon system An essential
component of the project Will be to coordinate changes with the downtown circulatIon
system In addItion, the consultant, on short notice, determIned the necessary data to
conduct the analysIs, and coordinated the collection of that data before the summer peak
season ended Any delay In the data collection would have postponed the analysIs until
the follOWing summer
BUDGET/FINANCIAL IMPACT
Funds In the amount of $53,700 are available for thiS analysIs at account number 01-210-

RECOMMENDATION
It IS recommended that the City Council authorize the City Manager to negotiate and
execute a professional servIces contract with Meyer, Mohaddes Associates In an amount
not to exceed $53,700 for consulting services to prepare an analysIs of ocean front traffic
circulation
