SU BJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Professional Services Contract for Video Inspections and Cleaning of 6
Inch to 12 Inch Sewer Mains at Various City Locations
Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a contract for teleVISIon video Inspections and cleamng of 6 Inch to 12 Inch sewer
mams at various City locations, with National Plant Services, I nc I In an amount not to
exceed $164,275
Backa rou nd
Following the 1994 Northndge Earthquake, many of the City's 12 Inch and larger sewer
mains were video Inspected for damage There was minimal damage found In the larger
Imes Recent vrdeo inspectIons of the 6 rnch to 12 Inch sewer mains uncovered substantial
earthquake-related damage to these smaller Imes Initially, City staff estimated that
300.000 linear feet of damaged sewer mains may eXIst, but after revIewing 250,000 linear
feet of Video Inspections, far more sewer damage was discovered City staff then adjusted
the estimate to 500,000 linear feet of damaged sewers sizes 6 to 12 Inches To venfy and

document damage to the sewers, City staff requires the services of a video inspection firm
To date. the Federal Emergency Management Agency (FEMA) has approved Damage
Survey Reports (DSRs) In the amount of $27,893,000 to reimburse the City'S costs for
sewer video services and repaIr of earthquake-damaged sewer lines PrevIous video
efforts concentrated In areas With substantial property damage due to the earthquake City
experienced approximately 90% of earthquake damage In sewer lines and 90% of the
costs IS expected to be reimbursed by FEMA ThiS last contract for video servIces IS In
areas With less property damage due to the earthquake and staff expects a lower
percentage of sewer lines examined to show earthquake damage Therefore, CIty staff
anticipates that lower proportion of the costs of thiS contract Will be reimbursed by FEMA
The Request for Proposals (RFP) was sent to seven (7) consultmg firms Three (3)
consultants submitted proposals and were Interviewed by a City staff committee on
September 11, 1996 The commIttee selected National Plant Services, I nc as the most
qualified consultant to perform the reqUired tasks at a competitive cost Within the speCIfied
time National Plant SerVices, Inc supplied the City With eleven (11) references and all
references reported that the Consultant's work was excellent ThiS firm has performed
Similar work for the City In the past and has consistently proVided excellent services

It IS expected that all submitted sewer mam DSRs will be approved by FEMA It IS
antIcipated that FEMA Will reimburse a portion of the costs of the mcreased project scope

To cover the costs of the Video services, staff requests that funds In the amount of
$189,000 be appropriated from the Wastewater Fund balance to Wastewater CIP Account
#31-760-661-20096-8900-99335
RecommendatIon
Staff recommends that the City Council
1 AuthOrize the City Manager to negotiate and execute a contract With National Plant
Services, Inc for Video Inspections and cleanmg of 6 mch to 12 Inch sewer mams
at various City locations,
2 Increase the appropriation In Wastewater CIP Account #31-760-661-20096-8900-
99335 by $189.000, and

3 Authorize the CIty Engineer to Issue any necessary change orders to complete
additional work In conformance wIth the Administrative Instructions on change
orders
