SUBJECT Award of Contract for the Construction of the Santa MOnica Smart COrridor
Extension Project
Introduction
ThIS report recommends that the City CounCil award a contract to C T & F , Inc. the lowest
responsible bidder, In the amount of $1,300,874 for the Santa MOnica Smart Corridor
ExtenSIon PrOject The contractor Will construct Improvements to the eXisting traffiC signal
system along the Interstate-1 0 Corndor Including Pica and OlympiC Boulevards from the
eastern City lImits to PaCifiC Coast Highway

on-road mobile source air pollution by monitoring and controlling traffiC flow vIa an
>'Intelllgent Transportation System" ThiS project extends the Los Angeles Smart COrridor
ProJect. wh Ich beg inS at the Intersection of the 10 and 110 freeways In downtown Los
Angeles. approxImately 3 3 mIles, from the easterly City limits to the McClure Tunnel, and
mcludes PICO Boulevard. OlympIC Boulevard and Interstate 10 ThIS project IS compatIble
With and Will be mtegrated Into the eXisting traffic Signal synchronization program Within the
City The scope of work for thiS construction project Includes 6G

The City of Santa MOnica IS part of this inter-cIty project and a member of the Inter-agency
committee which oversees project development The committee Includes transportation
engineers from Caltrans, and representatives from the Cities of Los Angeles, Beverly HIlls,
West Hollywood, Culver City, Santa Monica, the Metropolitan TransportatIon Authonty
(MTA) and the California Highway Patrol (CHP) The City of Santa MOnica IS the lead
agency on the Smart Corridor ExtenSIOn Project
In 1992, the Metropolitan Transportation AuthOrity (MTA) approved a one-time grant of
PropOSition C DiscretIonary Funds to the City of Santa MOnica for the Santa Monica Smart
COrridor ExtenSion Project In the amount of $2,225,000 The total project cost IS
$2.975,000 City match monies, In the amount of S750,000, are funded from PrOpOSition
C Local Return revenues PropOSition C Local Return revenues are generated from state
gasoline taxes and are dispersed to local governments based on population The City
CounCil prevlOusly appropriated these funds as part of the FY93\94 Capital Improvement
Project Budget On August 8, 1995, City CounCil awarded a contract to JHK & ASSOCiates,
of Pasadena, CA, for deSign and Implementation mOnitoring servIces for thiS project The
scope of work of the ImplementatlOn mOnltonng encompasses all of the tasks associated

wIth a tradItIonal consulting engmeerrng contract and several tasks whIch expand that
scope to provide a fully Integrated system Including computer equipment and commercial
off-the-shelf software procurement, acceptance testing, tramlng, documentation. and
construction Inspection support It IS anticipated that construction Will begin In the fall of
1996 and last approximately SIX months There Will be a minimal Impact to local traffiC
dUring construction. mainly due to work at Intersections The field work IS phased to further
reduce any disruptions dunng construction
A Notice Inviting Bids was published on June 9 and 10, 1996 In The Outlook Twenty-four
(24) bid packages were dIstributed to contractors and suppliers including SIX (6)
woman/mlnonty-owned business enterpnse associations The City Clerk's office receIved
three (3) sealed bids. which were opened and read aloud on August 5, 1996 by the
Deputy City Clerk
The bid results were as follows

3 Taft Electnc Company $1,722,186
City Engmeer's Estimate $1,499,000
The low bidder, C T & F , Inc supplied the City With several references and all reported
that the Contractor's work was satisfactory Also, C T & F , Inc has performed
satlsfactonly on prevIous City of Santa MOnica construction projects The State

good standing

Recommendation
Staff recommends that the City Council
1 Award a contract to C T & F, Inc. the lowest responsible bidder, In the amount
of $ 1.300,874, and
2 Authorize the City Engineer to Issue any necessary change orders to complete
additIonal work In conformance with the Administrative Instructions on change
orders
