SUBJECT Recommendatlon to Authorize the City Manager to NegotIate and Execute
a Professional Services Contract for the Preparation of a Master Plan for the
Corporation Yard
INTRODUCTION
This report recommends that the City Council authorize the City Manager to continue the
planning process for the Corporation Yards by negotiating and executing a professional
services contract with RNLllnterplan for consulting services to prepare a Master Plan for
the Corporation Yard The negotiated fee for thIs contract shall not exceed three hundred
thirty thousand dollars ($330,000)
BACKGROUND
Over the past year, It has been determined that the 45 year old City Corporation Yard IS
In need of SIgnIficant reorganrzatlon, renovation and rehabIlitatIon Dunng the Council
presentation on the 1995-96 MId-Year Budget ReView and agam dUring staff presentations
on the 1996-97 Budget, many of the current shortcomIngs of the City Yard were dIscussed
Also stressed In these prior Council presentations was the Importance of beginning a
comprehensive City Yards Master Planning process at the earliest opportumty The 10-

acre Corporation Yard, whIch IS located near the Intersection of 24th Street and MIchIgan
Avenue, currently houses or has recently housed the following City functions
. Fleet maintenance, street maintenance, public facIlities maintenance, and electncal
facIlities maintenance
. Solid waste transfer station and administrative/public offices
. Hazardous waste collection station facility
. Parks and Sports DIvision of the Community and Cultural Services Department
. Recycling center
. Water/wastewater/stormwater operatIons and maintenance
. Traffic operations
. Fire training center
. Central warehouse and matenals stockpiles
. Blue Diamond aggregate production facIlity
The Corporation Yard was onglnally designed to be the home to approximately one-half
of these functions The City diVISions that occupy the Corporation Yard have evolved over
time, and their functional needs are no longer met by the eXisting faCilities New public use
of portions of the Corporation Yard also warrants an evaluatIon of traffIC flow patterns and
site secunty Of additIonal concern IS the fact that, In certain Instances, eXisting facilities
at the City Yards are not In compliance With state and federal regulations due to their
physical defiCienCies Some of the specific faclllty defiCienCies whIch need to be addressed
Include Inadequate shop space and hOIst faCilities In the fleet maintenance operation to
properly repair and maintain heavy duty vehicles, antiquated and IneffiCient loading

facIlities at the refuse transfer station for the long haul transfer trucks, Inadequate
locker/clean-up/changlng facilIties for employees, difficult and/or unsafe traffiC circulation
Within and around the City Yards for both City vehicles and members of the public, and
Inadequate or nonexistent service counter areas for publiC customers No significant
capital Improvement projects have been performed at the City Yards site In recent times
Although some earthquake-related repairs, new compressed natural gas (CNG) fuel
stations, and other planned projects are currently under deSign, It IS essential that a
comprehensive Master Plan be developed pnor to any City Investment In the addItional
capital Improvements that are critically needed The selected consultant will develop a
program facility analYSIS, a faCilItY/Site master plan, an Implementation/phasing plan,
construction cost estimates, and a program budget for the entIre Corporation Yard In
addition, the Master Plan project will Include a Solid Waste Collection System Operational
AnalYSIS and a Matenal Recovery FacIlity and Solid Waste Transfer Station Plan and
Conceptual DeSign
DISCUSSION
Requests for Qualifications for thiS project were soliCited on March 27, 1996 Statements
of Qualifications were received from five (5) firms In response to thiS request The
Statements of Qualifications were evaluated by a review committee which Included staff
representatives from the EnVironmental and PubliC Works Management, Fire, Commumty
and Cultural ServIces, and Planning and Commumty Development Departments

The review committee selected three firms to participate In oral Interviews and proposal
presentation The oral Interviews took place on July 9, 1996 The revIew committee
recommends the selection of RNLllnterplan for the proposed project TheIr proposal and
qualIfications best conform With the requirements of the project, and their prevIous work
demonstrates their ability and expertIse In master planning and deSigning Similar projects
BUDGET/FINANCIAL IMPACT
Funds In the amount of $330,000 are available to proceed With the master planning
process from various eXIsting 1996-97 CIP and operating budget accounts In the
Water, Wastewater, Refuse and General Funds The costs for the master plan study
Will be shared between these various funds on a proportional baSIS tied to the area of
land which each the fund's operations utilizes at the City Yards Any capital
Improvement project recommendatIons which emanate from the master plan study Will
be conSidered as a part of the CIP Budget preparation process for FY 1997-98 and
subsequent years
RECOMMENDATION
It IS recommended that the City CounCil authOrize the CIty Manager to negotiate and

execute a Professional Services Contract wIth RNLllnterplan In an amount not to
exceed $330,000 for consulting services to prepare a Master Plan for the City
Corporation Yard
