Recommendation to Award BId Sole Source to Provide 55 Gallon Drums of
Degreaser, Bid #2588
Introduction
This report concerns an award of bId to provide 55 gallon drums of degreaser for the Solid
Waste DIvIsion, EnvIronmental and Public Works Management Department, at speCified unIt
prices, Includrng applicable sales tax, and two one-year renewal options. The estimated
annual cost IS approximately $35,000.
Backwound
In response to published Notices Invltrng Bids (published July 8 and 9, 1996) to provide 55
gallon drums of degreaser In accordance With CIty specifications, bids were received and
publicly opened and read on July 24, 1996. Proposal forms were mailed to one vendor and
notices were advertised In accordance With City Charter and Municipal Code prOVISions. One
proposal was received as follows:

ThiS IS a concentrated full-strength cleaner/de greaser and WIll be used In scrubber units for

Santa Monica Pier. It IS biodegradable, non-toxIC, non-corrosive and IS approved by the
Environmental Programs DIvIsion
Staff has contacted the manufacturer of the degreaser (810- T Max), and was Informed that
Mamco International Corporation IS the master distributor for ItS products for Calrforma and
several other western states.
Ordmance Number 1743 (CCS), Section 5, paragraph 2.24.080 of the Santa Monica
Municipal Code allows exception to competitive bidding when Items are purchased from a
sole source.
Staff has evaluated the bid from Mamco International Corporation and fmds that It meets City
specificatIOns.

Fiscal Year 1996-97 appropriation authority for thiS purchase IS In the Solid Waste DIvIsion,
Environmental and Public Works Management Department, account number 27-500-442~
00000-4401-00000.
Recommendation
It IS recommended that the award of Bid #2588 be made to Mamco International Corporation
at speCified Unit prices, Including applicable tax, as the lowest and best bidder.
