SR-091096-6J Contract 6521 (CCS) ppd/share/opspace/reports.stf/airport Council Meeting: September 10, 1996 Santa Monica, California TO: Mayor and City Council 6J FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to NegSEfa4eO m96 and Execute a Contract with Patricia Smith, ASLA to Prepare a Feasibility Study for the Non-aviation portions of the Residual Land at Santa Monica Airport INTRODUCTION This report recommends that the city council authorize the City Manager to negotiate and execute a contract with Patricia smith, ASLA to prepare a feasibility study for the non-aviation portions of the Residual Land at Santa Monica Airport for an amount not to exceed $180,000. BACKGROUND At the June 25, 1996 council meeting, the City Council appropriated funding in the amount of $180,000 to begin a study to evaluate alternatives for future use of the non-aviation portions of the residual land at Santa Monica Airport. At that time it was anticipated that this study would commence in the Spring of 1997. However, given the strong interest in this land for open space use as expressed by the community during Phase I of the preparation of the Open Space Element/Parks and Recreation Master Plan, city staff has reconsidered the schedule and time frame. Staff believes that it is critical to gain a timely understanding of the opportunities and constraints associated with this land and identify reasonable alternatives for its future use. SEP 1 0 1996 6J CONSULTANT SELECTION PROCESS Given the direct relationship that this study has to the Open Space Element/Parks and Recreation Master Plan, the teams considered for that project were determined to be qualified for this study. Proposals were received from the following three teams: . Envicom Corporation (with Katherine spitz Associates, siegel Diamond Architects and David Taussig Associates) . ROMA Design Group (with sports Management Group and Economic and Planning Systems) . Patricia Smith, ASLA (with Zimmer Gunsul Frasca Partnership (ZGF); Moore Iacofano Goltsman (MI G) ; Kaku Associates and Economics Research Associates ( ERA) ) The proposals were reviewed by a staff committee from the Departments of Community and Cultural Services and Planning and Community Development. The two top rated teams, ROMA Design Group and Patricia Smith, ASLA were interviewed by the staff committee. Based upon the proposals, interviews and reference checks and review of qualifications with Resource Management Department staff, staff recommends that patricia Smith, ASLA be engaged for the project. Patricia Smith, ASLA, a landscape architect and planner ~ings 20 years of experience as a project manager and designer for planning, urban design, landscape and development projects. She has managed numerous multi-disciplinary teams and citizen participation programs for public and private sector clients. Some of her projects have included development of the Mission street specific Plan for the city of South Pasadena; various campus landscape projects for UCLA including the development of Campus Landscape guidelines; and preparation of the Urban Design Element for the City of Los Angeles General Plan Framework. Prior to forming her own company, Patricia smith was a vice-president of Gruen Associates. Zimmer Gunsul Frasca Partnershlp's Los Angeles office (ZGF) will be working with Patricia Smith, ASLA to provide master planning expertise. Most recently this firm has been responsible for developing the master plan for Exposition Park and implementation of the Phase I improvements. ZGF has worked closely with many state and local agencies, public leaders, and community residents on this project through a serles of public workshops, advisory group meetings and public hearings on the Exposition Park Master Plan. Other relevant experience includes the preparation of master plans for California Lutheran University, Occidental College, Tom McCall Waterfront Park Master Plan in Portland Oregon and the preparation of the West Sacramento Triangle Specific Plan. The firm also has designed numerous athletic facilities. They are currently preparing a site analysis study for the San Fernando Valley Sports Arena in Woodland Hills. Rounding out the team, Moore Iacofano Goltsman (MIG) will assist in developing and conducting the public input components of the study, --- - --- Kaku Associates will provide input regarding vehicular circulation and Economic Research Associates will provide expertise regarding market demand, financing/revenue generation and operation strategies for proposed future uses on the site. SCOPE OF WORK The Consultant's scope of work will include the following components: - Assessment of Existing Conditions related to existing uses on the site, relationship of Airport use to the site and vehicular access issues. - Obtain community input and identify a set of objectives for the future use of the site. - Prepare preliminary alternatives for the use of the site and evaluate them in relationship to the identified objectives and any "fatal flaw" environmental impacts that would either be very costly to mitigate or be unmitigatable, would make certain uses undesirable or would affect the timing of implementation. - Coordinate with Open Space Element/Parks & Recreation Master Plan staff and consultant team to identify suitable open space, parks and recreation uses for the site. - Prepare recommendations based upon above steps and public input. These recommendations will include land use, management and financing strategies. staff anticipates that the feasibility study will take approximately 6 months to complete. BUDGET/FINANCIAL IMPACT Funds in the amount of $180,000 are included in the 1996/1997 budget in account 01-710-266-20097-8900-99424. - ---- -- - -- --- - - ----- -- RECOMMENDATION It is recommended that the City Council authorize the City Manager to negotiate and execute a contract with Patricia Smith, ASLA to prepare the feasibility study for the non-aviation portions of the residual land at Santa Monica Airport for an amount not to exceed $180,000.
