SUBJECT. RECOMMENDATION TO APPROVE AN ALTERNATE RAC~ R~UTE AND
A WAIVER OF THE RACE FEE FOR THE 19TH ANNUAL CHRISTMAS
VENICE-MARINA 5/10K RUN ON DECEMBER 14, 199~
INTRODUCTION
The City's Event Management Team has recei~ed a request from Blackstone
Consultmg to conduct a race on a route ~ther than one of the Crty's authorized race
routes and to have the $10,000 race fee wai~ed. The following report descr~bes this
e~ent and recommends approval of the alternate route and a waiver of the entire race
fee with conditions established by the E~ent Management Team.
BACKGRaUND
On May 14, 1985, the City Council approvec~ resolution nurnber 701 1{CCS) whECh
outlines procedures and cntena tor conducting running races in Santa Monica The
resolution stipulates an annual limit af six 10K andlor marathon races The resolution
further designates the appraved City courses as Raute A- a 10K course on the so~th
side of town, Route B- a 10K course on the north side of town; Route C- a 10K
course in the downtown area; and Route D- a marathon course The Councfi by
mot;or~, however, is authorrzed to aPprove other running race routes Final{y, the
resolut~on establishes a~ 10,400 race fee in addition to requiring tha~ race organizers

DESCUSSIONS
Tne organizers af this running race ha~e requested December 14, 1996 far their 7 9th
annual 5/10K race date starting at $ 00 a m and conclUd~ng by 11 00 a m The
requested race route, which has been the same for aver 10 years, starts and finishes
in Santa Monica but predominately takes place in the City of Las Angeles. Thrs e~ent
f~enefits Har~est Home, a Santa Monica-laased charity The routes are as follows:
5K race begins at Barnard Way ~ust south of Ocean Park Blvd , to Marine
Street, sauth on Pacific A~enue to 25th Street and back
~ OK race beg~ns at Barnard Way ~ust south of ~cean Park Blvd , to Mar~ne
Street, south on Pacific A~enue to Via Marina and back
The race route would require the closure of Barnard Way from tha starting point of the
race to Pacific Avenue frorn 7 00 to 1 1 00 a.m Race organizers will be required to
no~ify a11 businesses and residents along the requested route about the street ci~sure
at least two weeks pnor to the race
The race arganizer is r~quest~~g that Council appro~e a waiver of the race fee (See
attachment A) As in pre~ious years, they are prepared to pay for all other costs
assac~ated wrth race

Staff ~s re~iewing event-related practices, regulations, and f~es and anticipates
bnnging necessary ordmance and resolution changes to Cauncil m early 1997 So long
as it is understoad by the race organizers that fees may be reinstituted for the next
race, staff recommends a waiver of the race fee for the ~ 996 race provided that all
other conditions are m~t and costs co~ered
BUDGETARY/FINANCfAL IMPACT
Blackstone Consulting will assume and pay for all direct e~ent costs
RECOMMENDATI~N
Crty staff recommenc~s that the attached resolution authorizing the Aroposeci race
route and a waiver of the race fee be adopted by the City Council

The 19th Annual Venice-Marina Christ~s Run is scheduled for December
14, 199~. Qur event i6 fnrtunate to have a Iayat Wes#side ~ollowing while s~lso
enjoying the bene~its of starting and finishing in Santa Manica. W~i~e our
run starts and finishes in Santa Manica on Barnard Way, 9~9'a of our caurse
extends :nta the City of Los Angeles. Our event is the only 5K/14K run on the
Westside in December and rnany aE our partiapanls eagerly await the annual
evenf.
The route of our SK and lUK caurse has been ~he same for aver 10 years and
we ~aok farward to continuing t~ provide an outstanding venue for the
partiapants. We are alao extremely exrited about raising funds for aur nfficial
charity, H~rvest Home, which is a Santa M~ruca based rharity
In all prevsous years, the Venice-Marina Chrisfmas Run has had dty fees
waived. We are requesting thaf city fees ~e waived again in 1996. Our event is
fully prepared as we have in past ye~rs to pay for city servi~s utilized ~f.e,
Police, Dep~. of Tr2utspartation, etc.). Irnplementation of full ar partiat fees up
to $14,000 will no~ enable o~r event t~ conhnue and allow our organizirtg
committee to fund our vfficial charity c~r provide a fust class running event.
We respectfully request th~t your comrnittee waive all fees for the 19th
Annual Venice-Marina Christmas l~un.
