INTRODUCTION
The City's E~ent Management Team has recejved a request fram St Monica's Church
to conduct a race on a route other than one of fih~ City's authorized race routes and
to have the $10,000 race fee wa~~ed The following report describes this event and
recammends approval of the alternate ro~ate and a waiver of the ent~re race fee with
conditions established by the Event Management Team
BACKGROUND
Qn May 14, 1985, t~e City Council appro~ed resolution number 701 'E tCCS} which
outfines procedures anci criteria for conducting running races in Santa Monica. The
resolution stipulates an annual limit of six 10K and/or marathon races. The resofution
#urther designates the appro~ed City courses as Route A- a 1 QK course or~ the south
side of town, Route B- a 10K course on the north side af town; Route C- a 3 ~K
caurse ~n the downtarn+r. area, and Route D- a marathon course The Cou~c~l by
motion, however, is authorized io appro~e other runn~ng race routes. Finally, the

resoiution establishes a 510,000 race fee ~n addition to requiring that race organizers
bear all costs Encluding palice, signage, notification flyers mailed to aff~cted residents,
barricade rentals, and other related expenses
DISCUSSION
St Monica's Church has requestecf September 2$, 199fi for their eightt~ annual 5/3 OK
race date start~ng at 7 30 a m and concludmg by 9 30 a m The requested race
route, which is the same as last year's, runs primarily through the northside residential
neighborhoods and was designed to eliminate closure of t1~e California lncline and
minimize traffic congastion on ma~or artenes The routes are as follows.

to Ocean Avenue, north on Ocean Avenue to San Vicente Boulevard, east on

St Monica's wifl be required to notify all businesses and residents alang the reques#ed
race route The natification ~s to be delivered at least two weeks pnor to the race.
For pre~ious St Monica's races, Council has ap~ro~ed a reductEOn of the race fee to
$2,500, requiring that St. Monica's pay all direct costs for staff time of the Police and
Community and Cult~ral Services Qepartment, as well as costs for signs, signal
modification, barncades and all other associatec~ costs. This year, St Monica's has
requested that Council approve a waiver of the entire race fee (See attachment A].
They are prepared to pay for all other costs associated w~th race
Staff is re~iewing event-related practices, regulatians, and fees and anticipates
bringing necessary ordinance and resolution changes to Council in early 1997 So long
as it is understood by the race organizers that fees may be reinstituted for the next
race, staff recommends a wai~er of the race fee for the 1996 race prov~decf that all
other condit~ons are me# and costs covered.
BUDGETqRY/FINANCIAL 1MPACT
St. Monica's will assume and pay for all direct e~ent casts

RECOMMENDATION
City staff recommends that the attached resolution autharizing the proposed race
route and a wai~er of the erttire race fee be adopted by the City CouncEl

of alternate traffic rau#es, by first class mailing at least two weeks in
advance and after ap~roval of the notificatian letter by Crty
C The Santa Monica Palice Department wili provide the Recessary number
of Police Officers for crov~rc~ and traffic contral afang the race route and
the actual cost will be paid by St Monica's
D The Communi#y and Cultural Ser~ices Department w~ll provide staff to
ass~st wrth race set-up and the actual cost of those services will be pard
by St Mornca`s

E All barncade and cone re~tals for marking the course wil! be paid for by
St ManECa's.
F. The race fee has been wai~ed for the 1996 race Race #ees may be
reinst~tuted in #he future pending changes to event ordinance and
resalutians.
G St Monica's shall prov~de a certificate of insurance for One Million
Dollars ($1,000,0001 per occurrence, nam~ng the Ci~y of Santa Mon~ca,
~ts City Council, boards and comm~ssions, officers, agents, employees
and volunteers as additional insured
H St Mor~ica's will clean-up ancE remove all signage along route
immediately after the race
SECTION 3 The City Clerk shall certify to the adoption o# this Resolution,
and thence#orth and thereafter tf~e same shall be in full force and effect.
