SUBJECT RECOMMENDATION TO APPROVE BAYSIDE DISTRICT CORPORATION'S
"BOOK AND MUSIC FEST" PARADE ON SEPTEMBER 28, 1996, ON A
ROUTE OTHER THAN THE CITY'S OFFICIAL PARADE ROUTE
INTRODUCTION
The Clty's Event Management Team has received a request from the Bayslde District
Corporation to conduct a parade on a route other than the City's authorized parade
route (SMMC Section 4 08 580) The follOWing report describes thiS event and
recommends approval of the alternate route with conditions established by the Event
Management Team
BACKGROUND
On June 25, 1996, the City's Event Management Team reviewed a request from the
Bayslde District Corporation to hold a parade In conjunction with the "Santa MOnica
Book and MUSIC Fest" on Saturday, September 28, 1996 Staging Will begin at 9 15
a m and Will take place In the parking lot of the Santa MOnica Main Library. The
parade, which Will begm at 10 00 a m., Will start In front of the Main Library and
proceed north on Sixth Street, west on Wilshire Blvd, and south on the Third Street
Promenade where It Will disband Only the southernmost eastbound traffiC lane and

the eastbound parking lane on Wilshire Will be temporarily closed as the parade passes
through The parade, which Will Include the 1 DO-member Santa Monica High School
Marching Band and children dressed as storybook charactersl Will last approximately
30 minutes from start to finiSh, not Including stagmg time
DISCUSSION
Parade organizers Will be responsible for posting and removing temporary no parking
signs on meters along the parade route Parade organizers will notify businesses along
the parade route of temporary street closure Santa MOnica and MT A bus lines should
only be minimally affected smce there Will always be at least one lane open In each
direction Bus lines crossing Wilshire Blvd at Fourth Street may need to be
accommodated by breaking the parade as the bus arrives at the mtersectlon (once
every 30 minutes). The Police Department Will deploy two officers on blcycies Total
estimated police costs are $ 450 001 which will be paid by the Bayslde District
Corporation
BUDGET/FINANCIAL IMPACT
The Bayslde District Corporation Will assume and pay for police services (estimated
at $ 450 00), temporary no parking signs, and ail other event costs
RECOMMENDA TION
Staff recommends that the City Council approve the Bayslde District Corporation's
"Book and MusIc Fest" parade on September 28, 1996 on the route desCribed herem,
requIring parade organizers to limit Its duration to 30 mmutes, Includmg pOSSible

A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 28, 1996 ON
A ROUTE OTHER THAN THE CITY'S OFFICIAL PARADE ROUTE
WHEREAS, pursuant to Section 4 08 580 of the Santa MOnica MUnicipal Code,
the City Council may authorize a parade route as set forth herern,
NOW THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS'
SECTION 1 That on September 28, 1996, from 10.00 a m to 12:00 pm,
participants rn the Santa Monica Book and MusIc Fest Parade are authorized to
conduct a parade along the follOWing route
Stagmg Will begm at 9-15 a m In the parking lot of the Santa MOnica Marn
Library Parade Will proceed north on Sixth Avenue, west on Wilshire Blvd, and
south on the ThIrd Street Promenade
SECTION 2 PermiSSion to conduct the parade IS granted upon the follOWing
conditions
a That parade units may not be brought to the staging area, prior to 8 00
a m on Saturday, September 28, 1996
b That duration of the parade be limited to a maximum of 30 mrnutes,
Including pOSSible traffiC breaks to allow buses and other traffiC to cross parade route

That any service not provided by the City, such as barricading and coning I
c ~
of streets and posting of directIonal signs, be assumed and paid by the orgamzers
d That orgamzers be responsible for posting "Temporary No Parking" signs
along the parade route at least 24 hours In advance and removing them Immediately

follOWing the parade.
e That all litter, directIonal signs, etc , be cleared from the streets and
Sidewalks wlthm four hours of the close of the parade
f. That the parade disband at the Third Street Promenade.
9 That bUSinesses on the parade route be notified In advance of temporary
street closure.
SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be In full force and effect.
