APPROVED ROUTE FOR U S CONSTITUTION DAY PARADE ON MAIN
STREET ON SEPTEMBER 14, 1996
INTRODUCTION
On August 21, 1996, the City received a letter from Rabbi Dan Shevltz of Mlshkon
Tephllo Synagogue, and a phone call from the parade organizer, requesting that the
previously-approved parade route for the U S Constitution Day Parade be slightly
altered so that Rosh Hashanna servIces and parking plans at the synagogue are
minimally affected on Saturday, September 14, 1996 The follOWing report descnbes
and recommends approval of the proposed change In route
BACKGROUND
On May 14, 1996, Council approved a request to hold a parade on a route other than
the City's authonzed parade route (SMMC Section 4 08 580) for the Constitution Day
Parade on September 14, 1996 The approved route begins m front of the "Cham
Reaction" sculpture on Main Street and proceeds south crossing the southernmost
City limits Into Venice The parade participants planned to turn south on Rose Avenue
and begm disbanding at the beach parking lot The organizers plan a two hour parade
from start to frnlsh, not including staging tIme

DISCUSSION
Rabbi Dan Shevltz, In a letter to the City dated August 21, 1996, has indicated that
the current approved parade route will pass directly In front of the Mlshkon Tephilo
Synagogue dUring the height of morning prayer services on Rosh Hashanna Due to
a lack of air conditioning, the doors to the synagogue are kept open dUring services
In addition, the synagogue has made arrangements to have worshippers park at the
beach parking lot at end of Rose Avenue, which IS also where the parade IS scheduled
to pass through as It makes ItS way north to disband at the Santa MOnica south beach
parking lot
Rabbi Shevltz and the parade organizer agree that the best solution IS to slightly alter
the parade route so that participants turn on Manne Instead of Rose, continue to
Barnard, and then proceed north to disband at the south beach parking lot This slight
alteratIon would alleviate both the potential disturbance of Rosh Hashanna services
and the parking/traffic problem
BUDGET/FINANCIAL IMPACT
City costs for the requested route remain the same and are estimated at $3,150
Adequate funds are available In department budgets to cover these costs No
addItional appropriations are needed.
RECOMMENDA TION
Staff recommends that the CIty CounCil approve the change In route for U S
Constitution Day Parade on September 14, 1996 on the route described herein,

requlnng parade organizers to limit Its duration to two hours, Including frequent traffic
breaks for bus crossing.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING A CHANGE IN THE PREVIOUSLY-APPROVED ROUTE FOR
A PARADE ON SEPTEMBER 14, 1996
WHEREAS, pursuant to Section 408.580 of the Santa MOnica MUnicipal Code,
the CIty CouncIl may authorize a parade route as set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 That on September 14, 1996 at 9'00 a.m partIcipants In the U.S.
Constitution Day Parade are authorized to conduct a parade along the followmg route.
Staging at the "Chain Reaction" sculpture north of the CIVIC AuditOrium and
proceedmg south on Mam Street, west on Manne to Barnard Way, north to the Santa
Monica south beach parking lot where the parade Will dIsband.
SECTION 2 Permission to conduct the parade IS granted upon the follOWing
condItIOns
a That parade units may not be brought to the staging area, Main Street
between Colorado and the "Cham Reaction" sculpture, prior to 8 00 a.m on Saturday,
September 14, 1996.
b That amplified sound IS not permitted before 8 00 a m and all speakers
on the reviewing stand must face the ocean

c That duratIon of the parade be lImited to a maximum of two hours,

including frequent traffIc breaks to allow buses and other traffIc to cross parade route.
d. That any servIce not provided by the CIty, such as barncadmg and conmg
of streets and postmg of directional signs, be assumed and paId by the Orgamzers
e That organizers be responsible tor posting "Temporary No Parking" sIgns
along the parade route at least 24 hours In advance and removIng them Immediately
followrng the parade.
f That alllrtter, horse droppings, and directIonal signs be cleared from the
streets and sidewalks within four hours of the close of the parade.
g, That the parade dIsband at or beyond the Southern City limits on Main
Street and not contmue or loop back Into the City
h That an "Indemnity and Hold Harmless Agreement" be executed and
returned to the Events OffIce by August 30, 1996.
I That If General Liability Insurance IS retaIned It will name the City of
Santa Momca, members of the City CouncIl, boards, commiSSIOns, officers, agents,
employees, and volunteers as addrtlonal Insured
SECTION 3 The CIty Clerk shall certify to the adoption of thIS ResolutIOn, and
thenceforth and thereafter the same shall be In full force and effect
