SUBJECT: Recommendation to Authorize the city Manager to Negotiate
and Execute a Contract with ROMA Design Group to Prepare
Phase II of the Open Space Element/Parks and Recreation
Master Plan
INTRODUCTION
This report recommends that the city council authorize the city
Manager to negotiate and execute a contract with ROMA Design Group
to prepare Phase II of the Open Space Element/Parks and Recreation
Master Plan for an amount not to exceed $191,268.
BACKGROUND
In the Fall of 1995, the City initiated Phase I of the open Space
Element/Parks and Recreation Master Plan. As part of Phase I, the
City and the Phase I consultant team inventoried existing parks,
recreation and open space resources, and conducted an intensive
community outreach program which included a telephone survey,
community open house, workshop kits for use by neighborhood groups,
high school forums and questionnaires, children and youth
workshops, and a park-user profile survey. The results of this
work were detailed in the Phase I Report, entitled community
Voices.

During the course of the public participation process, it became
evident that Santa Monica residents broadly define open space
resources. In addition to traditional amenities such as parks,
playing fields, and recreation programs, residents see community
gardens, natural areas, pedestrian-oriented streets, trees, the
Third street Promenade, and smaller, informal public gathering
spaces as open space resources. The array of issues associated
with this liberal range of resources demands that the city apply a
broad, innovative approach to the preparation of its Open Space
Element and Parks and Recreation Master Plan, and that the project
scope exposed to address these resources and community concerns.
Phase II as now proposed will allow the Open Space Element to
address a wider range of resources, such as the community forest,
biodiversity, and small, informal public gathering places, and will
provide a more in-depth analysis of potential solutions to open
space issues. The RFP Master Plan will now include prototype park
and shared facility designs and a detailed strategy for park-land
acquisition.
CONSULTANT SELECTION PROCESS
For Phase II of the project, city staff received proposals from the
following three teams:
. Envicom Corporation (with Katherine Spitz Associates, siegel
Diamond Architects and David Taussig Associates)

. ROMA Design Group (with The Sports Management Group and
Economic and Planning Systems)
. Patricia smith, ASLA (with Zimmer Gunsul Frasca Partnership
and Economics Research Associates)
The proposals were reviewed by a staff committee from the
Departments of community and Cultural Services and Planning and
community Development. The two top rated teams, ROMA Design Group
and Patricia Smith, ASLA were interviewed by the staff committee.
Based upon the proposals, interviews and reference checks staff
recommends that ROMA Deslgn Group be engaged for the project.
ROMA Design Group is an urban design, planning, and landscape
architecture firm with extensive experience in the preparation of
open space policies, the planning of large open space resources,
and the design of recreational facilities. ROMA proposes a small
and efficient team tha t includes The Sports Management Group, a
Firm specializing in design of recreation facilities and Economics
and Planning Systems, an economic analysis firm; the team will be
led by Bonnie Fisher, ASLA, a principal of ROMA.
ROMA, as well as its economic subconsultant, is knowledgeable about
the Santa Monica community from previous work experience in the
city. They have proposed a practical and focused approach to the
project, which combines conceptualizing a broad vision with
specific site and facility planning efforts. ROMA's project
methodology places a strong emphasis on the development of an
effective implementation strategy, and balances quantitative and
qualitative assessment of needs and opportunities. ROMA proposes
to work very closely with staff to facilitate and accelerate the
process.
ROMA Design Group's previous related experience includes:
. Glorietta Bay Master Plan, a master plan for a portion of the
City of Coronado shoreline, which includes a 35,000 square
foot aquatic center, with three pools, meeting rooms and a
community park.
. Mid-Embarcadero Open Space Design, an open space design
project covering the San Francisco Embarcadero from Broadway
to Harrison. The design is for a sequence of open spaces that
includes a tennis/swimming club as well as a new tot lot,
bicycle and sports rental concessions, amphltheater, fountain,
public art projects, roller-skating rink and volleyball
courts.
. 1999 winter Asian Games Sports Complex, a master plan and
architectural design of a sports complex in Korea. The
initial site plan includes a 5,000-seat indoor ice arena; two
ice sheets; an outdoor speed skating oval; and an events
compound, recreational village and hotel/hostel.
. Open Space Design, Vancouver Downtown Waterfront, a planning
study of open space resources for SO-acres in downtown
Vancouver, including pocket parks, chi ldren' s playgrounds, and
a promenade.
. Green Valley Area-Wide Plan, an open space development plan
for a 5,000 acre area in Fairfield, CA, which evaluated a
variety of financing techniques for implementation as well as
a range of planning alternatives.
. Modesto Village One Specific Plan, a development plan for an
1/800-acre site. ROMA developed plans for each of the
individual parks and recreational facilities envisioned as
part of the new community.
. Cuest Park, a park design plan for a community park in the
City of Mountain View that involved working with an adjacent
hospital and school to create shared playing fields and sports
facilities.
Bonnie Fisher, ASLA, will manage the project and serve as its
primary author. Ms. Fisher has served on the Recreation and Park
committee for the city and County of San Francisco, which makes
recommendation on the expenditure of $20 million annually.
Ms. Fisher will be assisted by ROMA staff associate Richard
Barrett, as well as principal Boris Dramov. James Musbach,
principal of Economic and Planning Systems, a firm which
specializes ln open space implementation, will take primary
responsibility for the land acquisition and implementation strategy
components of the project. The Sports Management Group will
provide expertise in facility design as well as operations and
management cost estimates. The firm specializes ln providing

feasibility, programming, operations and design consulting services
for recreation centers and aquatic complexes.
SCOPE OF WORK
The Consultant's scope of work will include the following
components:
. Prepare open space descriptions and define an open space
classification system.
. Refine user demand analysis and benchmarks.
. Prepare the Open Space Element, which will include a vision,
goals, and policies, and implementation measures.
. Prepare the Parks and Recreation Master Plan, which will
include the following:
. Prototype designs for specific types of recreational
facilities and parks;
. A description of implementation actions or programs.
. A systemwide priority list of actions, programs and
improvements;
. A priority list of specific improvements for each park
and recreational facility;
. A multi-year, phased implementation schedule;
. Estimated improvement, acquisition, and program costs;
. Funding mechanisms and strategies for specific projects.
Staff anticipates that a draft Open Space Element and draft Parks
and Recreation Master Plan will be available for conceptual review
in December 1996. Public review and comment on the draft documents
will take place at the Planning commission, Parks and Recreation
Commission and City Council meetings.
PROJECT SCHEDULE
city staff has established the following schedule for the project:
August 13, 1996 Council authorization for City

December 1996 - January 1997 Conceptual review and approva I of
Draft documents by commissions and
Council.

June 1997 Commission Hearings on Final Open
Space Element and Parks and
Recreation Master Plan and EIR.
July 1997 Council adoption of Open Space
Element and Parks and Recreation
Master Plan; EIR certification.
This schedule ensures that development of the capital Improvement
Budget for 1997/98 will be informed by the draft element and plan.
BUDGET/FINANCIAL IMPACT
Encumbered funds from the 1995/96 budget for this project include
$40,000 in account number 01-800-267-00000-5506-00000. Funds also
are included in the 1996/1997 budget as follows: $20,000 in account
01-210-266-00000-5506-00000 and $35,000 in account 01-400-501-
00000-5506-00000. An additional appropriation in the amount of
$96,268 is required.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager
to negotiate and execute a contract with ROMA Design Group to
prepare Phase II of the Open Space Element Update/Parks and
Recreation Master Plan for an amount not to exceed $191,268,
including a contingency of $20,493 (12%) and appropriate an
additional $96,268 to account 01-210-266-00000-5506-00000 to
provide adequate funding for the contract work.
