SUBJECT: Adoption of Resolution Establishing Salarres for Records Management
Coordinator, Senior Administrative Analyst - Housing Authorrty,
SupervIsing Inspector, Transit Services Manager, Transit Development
and Inter-Governmental Relations Manager, and Trades Intern
INTRODUCTION
This report requests adoption of the attached salary resolution establishing the salary
rates for the claSSifications of Records Management Coordinator, Semor Administrative
Analyst - Housing Authorrty, SupervIsing Inspector, Transit Services Manager, Transit
Development and Inter-Governmental Relations Manager, and Trades Intern.
BACKGROUND
The claSSification of Records Management Coordinator was studIed for compensation
changes only. The Records Management Coordinator IS responsible for deSigning,
Implementing, coordinating, and malntalnmg the City's records management program.
The recommended salary IS the result of an analYSIS of both Internal and external
alignment factors
The pOSition of Senior Administrative Analyst - HOUSing Authority IS a reclasSification
of the currently budgeted pOSition of Semor Administrative Analyst to reflect additional
duties and responsibilities which have been added to the pOSition. The recommended

salary, based on an analysIs of Internal alignment factors, will remain the same as that
already established for the claSSification of Senior Administrative Analyst.
A salary resolution establishing the salary range for the Job claSSification of BUilding
and Safety SupervIsing Inspector was approved by City Council on June 25, 1996.
Subsequently, It was determmed that the Job title of this pOSition clasSification should
be changed to SupervIsing Inspector, With the salary remaining the same.
A reorganization m the Transportation Department resulted In the creation of two new
pOSitions, Transit Services Manager and Transit Development and Inter-Governmental
Relations Manager. The salary recommendations for both pOSitions are based on
external and mternal alignment factors In relation to comparable pOSitions wlthm the
City.
The temporary pOSitIon claSSification specification of Trades Intern has been developed
to properly reflect the job duties of temporary staff for the City-wide Youth
Employment Trammg Program. This program IS In conjunction With the Santa MOnlca-
Mahbu UnifIed School District. The students are required to be part of a Regional
Occupational Training Program (ROP) The salary recommendatIon IS based on external
and Internal eqUity alignment factors.
BUDGET/FINANCIAL IMPACT
Funds are included in the budget for Fiscal Year 1996-97 to cover all salary costs

RECOMMENDA TIONS
It IS recommended that the City Council adopt the attached salary resolution
establlshmg the new salary rates for the above new position clasSIfications

effective July 1. 1996, for the indIcated permanent classIficatIons:
RECORDS MANAGEMENT COORDINATOR $4,004/Month E-Step
($4,284/Month with PERS)
SENIOR ADMINISTRATIVE ANALYST- $4,987/Month E-Step
HOUSING AUTHORITY ($5,336/Month with PERS)
SUPERVISING INSPECTOR $4,976/Month E-Step
($ 5,324/Month with PERS)
TRANSIT SERVICES MANAGER $6,481/Month E-Step
($6,935/Month with PERS)
TRANSIT DEVELOPMENT AND $6. 177/Month E-Step
INTER-GOVERNMENTAL RELATIONS ($6,609/Month with PERS)
