the City's Congestion Management Goals and Approve a
Resolution of the City Council Finding the City to be in
Compliance Frith the 1995 Congestion Management Program
(cMP)
INTRODUCTIDN
This staff report recommends that the City Council adopt the Local
Implementation Report on the City's congestion rianager~ent goals and
the attached Resolution stating that the City is in compliance with
the 1995 Los Angeles County Congestion Management Program (CMP}.
The CMP is a state-mandated program that 4ras created to link land
use, air quality and transportation decisions. Conformance with
the CHIP is required in order for the City to be eligible for state
gas tax monies fram Proposition 111, passed by the voters of
California in June, 1990,
BACKGROUND
The City of Santa Monica is required to conform tp the CMP by
takang the folio,-ping actions:
o Conduct annual traffic counts and calculated levels
of service for selected arterial intersections,
consistent ~ti~ith the requirement identified in the
CA"P Hight+~ay and Rpad~:ay System Chapter.

o As part of the environmental review process,
analyze the impacts of new development on the CMP
system.
o Continue implementation of the Transportation
Manage?nent Plan (TI~ZP) ordinance.
o Adopt a Local Implementation Report which tracks
the City's progress in meeting the congestion
management goals for ne.•~ development.
a Hold a noticed public hearing and adopt a resolution
certifying compliance ~~~~th the CMP.
The City has complied with the first three requirements described
above by conducting and forerarding the traffic counts to the MTA,
analyzing impacts to the CMP network as part of the environmental
revie~,~t process and implementing the City's TMP Ordinance.
The Local Implementation Report {attached to the Resolution in
Attachment A) summarizes the City's efforts in meeting congestion
mitigation goals set out by the MTA. First, the report calculates
the number of debit points that must be r-litigated based upon new
development activity. Second, the report includes a list of
eligible transportation projects ~r~hich mitigate the impact of the
new development and provide credit points. Unused credit points
from previous local implementation reports are carried over to the
following years. The report then summarizes the balance of debits
to credits. This year's Local Implementation Report shows that the
City has a surplus in congestion mitigation credits from
transportation improvements Sfrhen compared to congestion debits due
to new development.

This year the City accrued credits from implementation of the
Transportation P~anagement Plan Ordinance, signal synchronization,
the TIDE shuttle, and police bike patrols; demolition of buildings
and expiration of permits; and beginning the construction of the
Cloverfield widening project. The City accrued debits due to new
development permits. Zhe City carried over 21,478 credit paints
from transportation improvements in the 1994/95 Local
Ir~plerientation Report. Therefore, the City currently has 33,976
net credits for use in future years for the CMP deficiency plan
program.
If adopted, the 1995 Local Implementation Report and resolution
E;ill be forwarded to the L•ACP~ITA :which will determine the City's
conformance ~r~ith the Ct~iP. LACMTA staff will review the report far
Santa P4onica and all other Los Angeles County cities and present
the ~.nformation to the LACMTA Board later this year. Conformance
with the CMP is important ~n order to maintain the flaw of state
gas tax monies to the City far transportation projects.
BUDGET/FINANCIAL IMPACTS
The recommendation presented in this report does not have a budget
or fiscal impact.
STAFF RECOMMENDATION
It is recor~r~ended that the City Council adopt the attached
Resolution and attached Local Implementation Report finding that
