INTRCDUCTION
ThlB report transmits for Clty Caunell approval a Final Map for the
following Tenant-Partic1pat1ng Conversion proJect.

BACKGROUND
The Clty Flannlng ComnlSS1on approved the Tentatlve Map and the Ten-
ant-Participatlng Conversion for the above proJect on Aprll 7, 1993,
after a publlC hearing and a careful review of the record and staff
recommendatlons. The actlon of the Plannlng Corr-misslon was based
on the Comm1SSlon r S f.:..ndings that the proposed Tenant-Participat1ng
Conversion meets the requlrements of Artlcle XX of the Clty Charter
and that the proposed subd1V1Slon 1S conslstent w1th appl~caDle
general and speclflc plans as adopted by the C1ty of Santa Mon1ca
along wlth all mandatory requirements of the Subdlvls~on Map Act of
the State of Californla.
The owners have submitted to the City a Wrltten Consent Agreement
b1nding the owners and any successors in lnterest to each condlt~o~

imposed In connectlon wlth approval of thlS Tenant-Partlc~patlng
Conversion. This Wrltten Consent: has been approved by the Clty
Attorney and the Clty Manager Each partlclpating tenant has been
lnrorned :..n writlng of h2.s or her Ylghts under Article XX of tne
Clty Charter The License D1V1S10r: reports that proper arrangements
have been made to ensure payment of the Te~ant-Partlcipating
Converslon Tax
The Flnal Map conforms to the Tentative Map. The Flnal Map has beer.
certlfied by the Clty Er..gineer for conformance with the Tentatlve
Map and condltlons -:.hereon, the Subdlvlslcn Map Act and local
ordlnances. The C:..ty Attorney1s office has approved a Declarat=-o~
of Covenants, Conditlons, and Restrlctlons, or equl valent document 1
for this project as co~plying wlth the condltlons of the Tentative
Map and the Tenant-Partlclpatlng ConverSlon.
Councll approval of a final map for a Tenant-Partlclpatlng
Conversion represen~s one of the last steps necessary In t::-'_e
converSlon process. Followlng Clty Councll actlon and approval by
the Callfornla Department of Real Estate the appllcants may begln
selllng thelr unlts to the tenants. As each unlt lS sold a
converSlon tax per Sectlon 2008 of Artlcle XX lS due ln an amour:.t
equal to twelve tlITeS the ITonthly maXlmum allowable rent for that
unlt. These taxes wlll be used to assist low and moderate income
households to purchase or :.mprove thelr unlts sub] ect to affordable
repayment per Sectlon 2009 of Artlcle XX.

The recommendat~on present.ed ~n thlS report does not have an ~mmed~-
ate budget or fiscal impact If and as un~ts In the proJect aye
sold ~n the f~ture, Terrant-Part~c~pating Convers~on Taxes will be
collected pursuant to the provlslons of Artlcle XX of the Clty
Charter and some lncreased property tax revenues may be generated.
