SR-072396-6P 6P'1 CCS JM:wpwln\bchtral City Council Meeting July 23, 1996 JUl 2 3 1996 Santa MOnica, CA TO Mayor and City Council FROM' City Staff SUBJECT Recommendation to Adopt a Resolution Authorizing an ApplicatIOn for Grant Funds from the Los Angeles County Regional Park and Open Space District Trail AcquIsitIOn & Development Competitive Grant Program for the Santa MOnica Beach Trail Project Introduction This report provides Information on the Los Angeles County Trails AcquIsition and Development Competitive Grant Program and recommends that the City Council adopt a resolution authorizing an application for grant funds for the Santa Monica Beach Trail Project Backqround In November, 1992, voters approved the Los Angeles County PropositIOn A, Safe Neighborhood Parks Act The Act allocated $5 6 million for projects In Santa MOnica which Include Phase II of Palisades Park renovations and the South Beach Improvements These projects are part of the Beach Improvement Group (B I G ) ProJect, the conceptual design IS being presented to the City Council on July 23. Funds were also awarded for discretionary projects ar Joslyn and Lincoln Parks In addition, the Act provided $5 million to be awarded county-wide on a competitive basIs for the purpose of acquIring and developing land and nght-of)Ul 23 1996 - 6P ways for walking, hiking, horse, bicycle and handicapped access trails The Los Angeles County Regional Park and Open Space District, which administers this grant program, IS soliCiting grant applications for the current funding cycle of $591,000 In available funds Discussion The proposed project application requests funds In the amount of $300,000 to support Improvements to the Santa Monica beach trail system which are beyond the scope of the B.I G Project ThiS project would address two of the critical needs that were heard from both the public and boards and commiSSions dUring the public Input and review process for the BIG Project o Improve circulation and safety of the beach bicycle path by Widening and/or adding an additional path to address the current conflict among pedestrians, cyclists, and skaters. o Improve linkages for pedestrians and bicyclists between Palisades Park and the beachfront through Increased security lighting, fenCing and entryway treatment of five pedestrian bridges that link the Park to the beach promenade and beach blkepath Financial/Budget Impact There IS no Immediate financial Impact If the grant application IS approved, appropriation would be required to recognize up to $300,000 for the Santa MOnica Beach Tail Project Recommendation City staff recommends that the City Council (1) adopt the attached resolution authOrIZing the application for grant funds from the Los Angeles County Trail AcquIsition & Development Competitive Grant Program for the Santa MOnica Beach Trail Project and (2) direct the City Manager to submit all necessary final documents In support of the speCified proJect. Prepared by Barbara Stinchfield, Acting Director Judith Meister, Beach Manager Department of Community and Cultural Services RESOLUTION NO 9065 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT TRAIL ACQUISITION & DEVELOPMENT COMPETITIVE GRANT PROGRAM FOR THE SANTA MONICA BEACH TRAIL PROJECT WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los Angeles County Proposition A, Safe NeIghborhood Parks, Gang Prevention, Tree-Plantmg, Senior and Youth Recreation, Beaches and Wildlife Protection (the PropositIOn), WhiCh, among other uses, proVides funds to publiC agencies and nonprofit organizatIons m the County for the purpose of acquIring and developing land and rights-of-way for walking, hlkmg, horse, bicycle and handicapped access trails, and WHEREAS, the ProposItion also created the Los Angeles County RegIonal Park and Open Space District (the District) to administer said funds, and WHEREAS, Section 8 a 3 A of the Proposition has allocated funds for acquIsition and development of land and rights-of-way for walking, hlkmg, horse, bicycle and handicapped access trails, and WHEREAS, the City of Santa MOnica deSires to Improve bicycle and pedestrian access to and on the Santa Monica Beach Bicycle Path and Promenade, and WHEREAS, the District has set forth the necessary procedures governmg application for grant funds under the PropOSition, and WHEREAS, the City of Santa Monica certifies through thiS resolution, that the application IS authOrized for submission to the DiStrict, and WHEREAS, If the City of Santa MOnica IS selected for a grant award, It will be required to enter mto a Project Agreement With the District for the performance of the project as deSCribed In the application, NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SANTA MONICA HEREBY SectIon 1 AuthOrizes the filmg of an application With Los Angeles County Regional Park and Open Space District for funds allocated under Section 8 a.3 A of the ProPOSition for the above named ProJect, and Section 2. CertifIes that the City CounCil of the City of Santa MOnica understands that It will be required to provide additional funding for the above-named Project If the requested grant funds are insufficient to complete said Project, and Section 3 Certifies that the City Council of the City of Santa Monica understands Its obligation to operate and maintain the project In perpetuity for Its useful life, and Section 4 Certifies that the City of Santa Monica Will return, within 30 days, both signed copies of the project agreement sent by the District for authorizing signature Section 5 Certifies that the City Council of the _City of Santa Monica Will cause work on the project to be commenced with 180 days after receipt of a fully executed agreement Section 6- Certifies that the City Council of the City of Santa Monica agrees and understands that the District may terminate the project at any pomt If It determines that the project cannot be performed as described In the application Section 7 Authorizes the City Manger as agent of the City of Santa Monica to conduct all negotiatIOns, and to execute and submit all documents Including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the project as described In the application Section 8 The City Clerk shall certify to the adoption of thiS Resolution, and henceforth and thereafter the same shall be In full force and effect APPROVED AS TO FORM !l~g4k~i, MARSHA j~NES MOUTRfE City Attorney Adopted and approved this 23th of July, 1996 ;fJ L~ Mayor I hereby certify that the foregomg ResolutIOn 906~UCCS) was duly adopted at a meetmg of the City Council held on the 23th of July, 1996 by the folIowmg vote Ayes Council members Abdo, Ebner, Genser.
