SUBJECT: Recommendat~on to Award Bid to Furnish and Deliver One(l)
New 90-Cub~c Yard Transfer Trailer, Bid #2568
Introduction
This report concerns an award of bid to furnish and deliver one(l)
new 90-cubic yard Transfer Trailer for the Solid Waste Division,
Environmental and Publ~c Works Management Department, in the total
amount of $75,490.30, including appl~cable sales tax.
Backqround
In response to published Notices Inviting B~ds (published May 7 and
May 8, 1996) to furn~sh and deliver one(l) 90-cubic yard Transfer
Trailer ~n accordance with City specifications, bids were received
and publicly opened and read on May 23, 1996. Proposal forms were
mailed to three vendors and notices were advertised in accordance
with City Charter and Municipal Code provisions. Two proposals
were received as follows:

The trailer will be used exclusively for the compactlon and
transfer of all types of refuse.
The bid submitted by Ray Gaskin service is non-responsive. The
unlt bid by Ray Gaskln Service was for an all steel traller at
24,000 pounds. City specifications ldentified the use of aluminum
for the top and sides, and hi-tensile aluminum alloy for the
ejection blade, and the weight not to exceed 20,700 pounds which
makes for a lighter, more controllable unit. Their bid does not
meet City speclfications.
Staff has evaluated the bid submitted by Compaction Control
Industries and flnds that it meets City specifications.
Budqet/Financial Impact
Appropriation authority for this purchase is in the Capital
Improvement Budget Program Department, account number 27-710-441-
20096-8900-99005, "Refuse Vehlcles Replacement."
Recommendatlon
It is recommended that councll reject the bid submitted by Ray
Gaskin Service as non-responsive and award of Bid #2568 be made to
Compaction Control Industries in the total amount of $75,490.30,
includlng applicable tax, as the most responsible bidder.
