SUBJECT: Recommendation to ReJect Blds to Provide and Deliver
Remanufactured Allison Transmissions, Bid #2571
Introduction
This report concerns reJ ection of all bids to provide and deliver
remanufactured Allison transmissions at specified unit prices, plus
applicable sales tax for the Maintenance Division, Santa Monica
Municipal Bus Lines Department.
Background
In response to publlshed Notices Inviting Blds (published May 28
and May 29, 1996) to provide and deliver remanufactured Allison
transmissions in accordance wlth City specifications, bids were
received and publicly opened and read on June 13, 1996 . Proposal
forms were mailed to two vendors and notices were advertised in
accordance with City Charter and Municipal Code provisions. Two
proposals were received as follows:
VENDOR UNIT PRICE
Western Diesel, Inc. $3,400.00
S & J Chevrolet Co. $3,895.00
Staff has evaluated the blds and finds that the speclfications did
not request that only authorized Allison transmission firms

participate in the bidding process so as to maintain high quality
of service and remanufactured transmissions.
Budqet/Financ~al Impact
Fiscal Year 1995-96 appropriation authority for this purchase is
in the Capital Improvement Budget, "Bus Component Replacement
Program II I account number 41-750-657-20095-8900-99106. Estimated
expend~ture is $62,500.00.
Recommendation
It ~s recommended that all b~ds be rejected and staff be directed
to rebid this requirement.
