SUBJECT Recommendation to Adopt a Resolution Authorizing an Application for Grant
Funds from the Los Angeles County Department of Public Works Santa
Monica Bay Competitive Grant Program for a Pilot Project Demonstrating the
Effectiveness of an Urban Runoff Pollution Abatement System
INTRODUCTION
ThiS report provides Information on the Los Angeles County Department of Public Works
Santa MOnica Bay Competitive Grant Program and recommends that the City Council adopt
a resolution authorizing an application for grant funds for a pilot project demonstrating the
effectiveness of an urban runoff pollution abatement system ThiS resolution IS required
by the County of Los Angeles as part of the grant application
Backaround
In November. 1992, voters approved the Los Angeles County Proposition A, Safe
Neighborhood and Parks Act The Act allocated $4 million of grant funds for capital outlay
projects to be awarded for the purpose of restoring and Improving the Santa Monica Bay
by redUCing the tOXICity and/or pollutant load In runoff to the Bay Grant money IS available
for capital outlay projects which Will directly lead to a measurable reduction of runoff
pollutants

On August 13, 1996 the City Council approved a resolution requesting Proposition A
funding for the Dry Weather runoff reclamation facIlity Staff recommends an additional
proposal be submitted requesting funds for a pilot program demonstrating the effectiveness
of an urban runoff pollution abatement system
DISCUSSION
Vehicle service areas and parking lots routinely contain moderate to high levels of tOXIC
organic compounds and heavy metals These areas are constructed of Impervious
materials that cause significant urban and stormwater runoff which carnes pollutants -- such
as heavy metals, all and grease, bacteria, Viruses, litter, etc -- to nearby catch baSins
where It drains directly Into the Santa Momca Bay Of particular concern IS the "first flush"
which occurs at the beginning of major storm events The "first flush" washes high
concentrations of pollutants from the streets, parking lots and other ImperviOUS areas Into
the ocean Several potential locatIons have been IdentIfIed for the pIlot project The CIty
Yard IS an Ideal location for a pilot prOject because of the variety of actiVities -- ranging from
vehicle maintenance to hazardous and solid waste operations -- that have the potential to
adversely Impact storm water quality The speCific location within the City yard Will be
determined as a part of the Master Plan for the Yards If locating the pilot project In the City
Yards IS InfeaSible, the Grant Application IS suffiCiently fleXible to allow an alternative site
within the City

Innovative stormwater collection and treatment systems can help the City attain stormwater
management goals by treating the first flush of each rain event and reducing peak flows
through infiltration and evaporation These self-contained systems Incorporate
sedimentation, filtration, and treatment with vegetation within modular units The City Yard
SIte offers a unique opportumty for a pilot program to test the removal effIciencies for a
range of pollutants by these types of systems
BUDGET/FINANCIAL IMPACT
The total cost for the purchase, Installation, and project management of thiS system IS
estimated to be $75,000, with an estImated annual operations and maintenance cost of
$1,500 The City IS required to provide a 15% match equaling $11,250 The grant
application IS requesting a total of $63,750 for a total of $75,000 The match requirements
can be met through providing In-kind services such as project management, surveYing and
constructIOn supervIsIon Annual operatIons and mamtenance fmanclng are avaIlable In

RECOMMENDATION
It IS recommended that the City Council adopt the attached resolution authorizing the
application for grant funds for a pilot project demonstrating the effectiveness of an urban
runoff pollution abatement system

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS
SANTA MONICA BAY COMPETITIVE GRANT PROGRAM FOR A PILOT
PROGRAM DEMONSTRATING THE EFFECTIVENESS OF AN URBAN
RUNOFF POLLUTION ABATEMENT SYSTEM
WHEREAS. the people of the County of Los Angeles on November 3, 1992,
enacted Los Angeles County PrOposition A, Safe Neighborhood Parks, Gang
Prevention, Tree-Planting, Semor and Youth Recreation, Beaches and Wildlife
Protection (the PropositIon), WhiCh, among other uses, provides funds to public

agencies In the County for the restoration and Improvement of the Santa Monica Bay
by measurably redUCing the tOXICity of and/or pollutant load In urban runoff to the Bay,
and,
WHEREAS, runoff from the City Yards contnbutes a significant amount of
pollution, and,
WHEREAS, the Proposition has authonzed the Los Angeles County Department
of PubliC Works (the Department) to adminIster said funds. and,
WHEREAS, the Department has set forth the necessary procedures governing
applications for grant funds under the PropositIon, and,
WHEREAS. Sections 8 a I 6. and 14 of the Proposition have allocated funds for

capital outlay projects for the purpose of restoring and Improving the Santa MOnica
Bay, and,
WHEREAS, the City of Santa MOnica (City) IS applYing for these funds for a pilot
program demonstrating the effectiveness of a pollution abatement system. and,
WHEREAS, thIs project does not Include mltlgatron activities required under
Federal or State law and IS not for the purpose of flood control, and,
WHEREAS, the City wlll pursue all funding sources available to provide any
additional funds that may be required to complete the project If the grant funds required
are insuffiCient and Intends to malntam the property In perpetuIty,
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOllOWS
Section 1 The filing of an application with the Department for funds allocated under
Section 8.8 1 6, and 14 of the Proposition for the above named project IS
approved
Section 2 The City Council certifies that the City of Santa MOnica Intends to pursue
all alternative sources for additional funding for the pilot program
demonstrating the effectiveness of the urban runoff pollution abatement
system If the requested grant funds are Insufficient to complete the
project
Section 3 The City CounCil recognizes that the City of Santa Monica Intends to
operate and maintaIn the system If funded

Section 4 The CIty Manager IS appointed as agent of the City of Santa Monica to
conduct all negotiations, and to execute and submIt all documents
Including, but not limited to, applications, agreements, amendments,
payment requests, and so forth, whIch may be necessary for the
completion of the dry weather treatment facIlity
Section 5 The City Clerk shall certify to the adoption of the Resolutron, and
thenceforth and therefore the same shall be In full force and effect
