Background Stud=-es concucted for the Cl ty have shown that dry weather flows :ron -.:he Plco-Kenter and Santa Monica Pler storm drains contain a slgn1f1cant amount 0: pollutants. Over the past few years, the Clty has conducted several feaslbllity studles for the treatment of dry weather flows from these storm drains and 1S committed to a long- te~ solu=ion to the problem Staff are investlgating two optlons: perna~ent diverslon to the sanitary sewer system and a dry weather trea-':lT'er::: facillty. The proposed location of the fac1llty is adJacen:: to the Moss Avenue Sewer Pump Stat10n located at Moss 1 6C AUG 1 3 1996 -- Avenue and App1an Way, 1mmed1ately south of the P1er Bridge A prel1minary engineer1ng report for a treatment facility has recently been completed for the C~ty and proposals for the conceptual des1gn contract are due III m1d-September Staff w1ll report back to Councll with the preferred alternat1ve. ?he total est1mated proJect capital cost is est1mated to be $3.2 n::ll1oE, depending on f1nal des1gn features and Slze of the reclaimed water distribut10n system. The annual operat1ng cost 1S estimated to be $180,000. Part1al funding for the proJect has been rece~ved throug~ the State of Callforn1a's Intermodal Surface Transportat1on Efficiency Act (ISTEA) . The ISTEA fund1ng total 18 $=-,157,900. C1ty staff are pursuing sharing the cost of the proJect w1th the Clty of Los Angeles. It: November, 1992, voters approved the Los Angeles County P:!:'Oposlt:1on A, Safe ~e1ghborhood and Parks Act. The Act allocated $4 ~ll~lon of grant funds for capital outlay proJects to be awarded for the puypose of restor1ng and 1mproving the Santa Monica Bay by reduclng the toxicity and/or pollutant load in runoff to the Bay. Beaches and WIldlIfe Protection (the PropOSItIOn), which, among other uses, provIdes funds to pubhc agenCIes In the County for the restoratIon and Improvement of the Santa ~1oruca Bay by measurably reducmg the tOXICIty of andior pollutant load m urban runoff to the Bay, and_ \VHEREAS. the CIty has conducted several feasibIhty studIes for the treatment of dry weather flows from the PIer and PIco\Kenter storm drams and IS comffiltted to a long-term solutIOn, and, WHEREAS. the ProposItIon has authorized the Los Angeles County Department of Pub he Works (the Department) to admInIster saId funds, and, WHEREAS, the CIty wants to apply for these funds to help finance the dry weather treatment facIlIty_ and. \VHEREAS. the Department has set forth the necessary procedures govermng apphcatIons for grant funds under the PropOSItIOn. and, 4 .. L \VHEREAS_ SectIons 8 a, 6. and 14 of the PropoSltlOn have allocated funds for capItal outlay projects for the purpose ofrestonng and improvmg the Santa Momca Bay. and. WHEREAS the dry weather treatment faclhty IS not a mltlgatlOn actIVIty reqUIred under Federal or State laws. and.
