INTRODUCTION
At ltS meetlng of July 9, 1996, the Cl ty Councll dlrected Cl ty
Staff to prepare a resolutlon declarlng lts Opposltlon to the
Callfornla C1Vll Rlghts Inltlative. In response to that request,
the attached resolution has been prepared and 18 belng submltted to
the Clty Councll for adoptlon.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA DECLARING
ITS OPPOSITION TO THE CALIFORNIA CIVIL RIGHTS
INITIATIVE---
WHEREAS, it has been the policy of the city of Santa Monica to
work for the elimination of inequality in all areas of life
including, but not limited to, employment, education, healthcare,
politics, contracting, and law enforcement; and
WHEREAS, Proposition 209, the California civil Rights
Initiative ("Initiative"), will be placed before the voters in the
November, 1996 election; and
WHEREAS, if passed the Initiative would eliminate state and
local affirmative action programs for women and minorities ~n
public employment, education, and contracting, except where
required by federal law; and
WHEREAS, if passed the Initiative would create a major change
in California constitutional law that would substantially lessen
protection against gender discrimination; and
WHEREAS, if passed the Initiative will interfere with the
city's ability to set and continue its own policies,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. The city Council declares its opposition to
Proposition 209, the California civil Rights Initiative, and urges
all citizens to vote against the Initiative in the November, 1996
election.
SECTION 2. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

resolutlon settlng the fee for Woodlawn Cemetery's new garden
grave sltes.
BACKGROUND
Woodlawn Cemetery lS a~ enterprlse operated by the Clty of Santa
Monica and provldes an opportunlty for resloer-ts to purchase
grave sltes ioca~ed on the Cemetery grounds or crypts ana clches
ln the Mausoleum Speclal garden grave sltes are offered ln many
of the other ceme:.er1es l~ the area and are co~sldered ~c be
premlum locatlons Woodlaw~ Cenetery currently does not offer
such sltes.
In order to remain competltive lTI the mar~et and serve tile
communlty w1th more alternatlves, :.wenty-e1ght garden grave s~tes
wlll be prov1ded ln an area WhlCh was prev1o~sly the slte of an
