SR-6H (3) - 61 I II i., EPWM:CP:AA:pam SP1418 [S:\CC1418] Council Meeting' March 21, 1995 Santa Monica, Callfornia TO: Mayor and City Council MAR 2 1 1995 FROM: City Staff SUBJECT: Award of Contract to Construct a Storm Drain Hydrocarbon Sensor System Introductlon This report recommends that the City Council award a contract for the construction of a Storm Drain Hydrocarbon Sensor System to Cecon Company, the lowest responsible bidder, In the amount of $209,000. Backqround During the FY 1992-93 and FY 1993-94 budget process, Councll approved fundlng for the construction of a Storm Drain Hydrocarbon Sensor System In the total amount of $240,000. The sensor system wlll upgrade 3 existing sensors in addition to lnstalling 5 new sensors. The sensors are deslgned to reduce the surface water runoff pollution from the Plco-Kenter storm drain by monitoring the storm drain for hydrocarbon contamlnation. The eight (8) sensors will be placed along the Plco-Kentor storm drain. The system lncorporates Metal OXlde Semiconductor (MOS) sensors that sample the alr in the storm draln; glves an indlcatlon of the presence of hydrocarbons; and identifles alarm status. The sensors then send an alarm signal Vla a leased phone llne to a computer screen at the Arcadia Water Treatment Plant where staff wlll take 1 6! ! ri MAR 2 1 1995 necessary steps to prevent dlscharge of the contaminated runoff to the ocean. The system has the capablllty to effectively detect vapors from a broad range of volatlle hydrocarbons, including diesel fuels. The construction of the sensor system is pursuant to Interagency Agreement No. 62034 between the City of Santa Monica, the City of Los Angeles and the County of Los Angeles entered into on September 12, 1989. Award of this contract wlll be contingent upon the executlon of a new Agreement amendlng the original Interagency Agreement No. 62034 to provlde for a tlme extension and cost increase. The City Council authorlzed the execution of a new Agreement on April 26, 1994. The new Agreement wlll be executed by all three agencies prior to April 1, 1995. The new Agreement provides for the actual cost of the new sensor system to be shared equally among the County of Los Angeles, the City of Los Angeles and the City of Santa Monlca. A Notice Invltlng Blds was publlshed on September 24, 26, and 27, 1994 in The Outlook, as well as In four construction journals. In additlon, blddlng documents were sent to six woman/mlnorlty buslness enterprise associatlons (WMBE) . Bidding packages were requested by 16 contractors. The Clty Clerk's office received three (3) sealed bids, which were publicly opened and read aloud on November 18, 1994 by the Deputy City Clerk. 2 The bld results, base bid plus alternate #3, were as follows: Cecon Company $209,000 Taft Electrlc Company $223,553 Clarke Contracting Corporation $310,000 City Engineer's Estimate $220,000 The low bidder, Cecon Company, supplied the City with three (3 ) references and all references reported that the Contractor's work was satisfactory The State Contractor's License Board verified that the Contractor's license is current I active and in good standing. Award a contract for the installation of the Storm Drain Hydrocarbon Sensor System to Cecon Company, the lowest responsible bidder, in the amount of $209,000 contingent upon the execution of the new Agreement; and 3 2. Authorize the CJ.ty EngJ.neer to J.ssue any necessary change orders to complete additional work in conformance with the AdministratJ.ve InstructJ.ons on change orders.
