and Authorize the City Manager to Negotiate and Execute
a Contract for the Construction Management of
Construction Contract
Introduction
Th~s report recommends that the City Counc~l award a contract for
the construct~on of various public parking and circulation
improvements near the pier to Shawnan Corporation, the lowest
responsible bidder, in the amount of $802,516. Additionally, this
report recommends that the C~ty Council authorize the C~ty Manager
to negot~ate and execute a contract for construction management
with O'Brien-Krietzberg & Associates, Incorporated, ~n an amount
not to exceed $100,000.
Background
In May of 1992, a Request for Proposals (RF P ) was issued by the
P~er Restorat~on Corporat~on ( PRe) to sol~c~t proposals from
developers to bu~ld and operate the Fun Zone A developer was
selected and City staff are in the final stage of permit rev~ew
w~th the developer. The City has committed to implement the
m~tigation measures requ~red by the EIR. Additionally, as a result
of the Northridge Earthquake, repairs to the 1550 PCH Parking Lot
are necessary.

Discussion
The construction work proposed ln this contract augments and
reconfigures the surrounding infrastructure. The conditions of
approval identified in the April 28, 1992 City Council Statement of
Official Action regardingmotorlst, pedestrian and blcyclist access
to and clrculation around the Pier are included in this contract.
The City Council addressed the potential impacts caused by the
proposed Fun Zone development by requirlng that speclfic mitigation
measures be lmplemented prior to the Fun Zone construction. Most
of these measures will be fulfilled by this contract; the remalning
condltlons will be satlsfied by the Fun Zone developer or as part
of other Capital Improvement Projects. The following off-site
access and clrculation improvements are addressed in this
construction package:
1) Pedestr1an walkways will be added, clearly marked for
pedestrian and motorists, and well lighted. Signage will
be posted to indlcate the pathway to the Pier.
2) Entrance to parking lots will be cle~rly delineated, and
stop signs will be placed where the driveways to the 1590
Appian Way Parking Lot and the 1440 PCB Parking Lot cross
the Promenade Walkway.
3) The entrance to the 1550 PCB Parklng Lot access road will
be widened to four lanes.
4) Seaside Terrace between Ocean Avenue and Appian Way wlll
be striped for three lanes, the middle lane would be
reversible to accommodate peak trafflC flows.

5) An exit will be created at the north end of the 1440 PCH
Parking Lot to permit motorists to flow ~nto southbound
PCR traffic or access the eastbound 1-10 Ramp or PCR off-
ramp to Ocean AVenue.
6) Appian Way w~ll be widened under the pier which will
allow three lanes, the middle one reversible to
accommodate peak traffic flows.
7) The Carousel Park handicapped access ramp w~ll be
upgraded w~th add~tional handrails.
In addition to the mitigation measures, two related projects are
included in this construct~on package. The first related project
~s the resurfacing of the 1550 PCH Parking Lot which was damaged
extensively during the Northridge Earthquake A portion of the
resurfacing costs is eligible for re~mbursement through FEMAjOES.
The second ~s the laying of a storm dra~n under the 1550 Pacific
Coast Highway ( PCH) Parking Lot to el~minate water pond~ng. The
storm drain installation was planned for a future year when
negotiations for ISTEA funds are finalized. However, the Fun Zone
development and earthquake damage prompted Phase I of this work to
be undertaken earlier. Phase II of the storm drain project, the
installation of and connection of storm drain to a pump, will occur
at a later date.

The Outlook on December 27 and 28, 1994. plans and specif~cations
were also sent to six womenjminor~ty business enterprise (WMBE)

associatlons and thelr availabillty was advertlsed in four
construction Journals. The City Clerk's Office received ( six) 6
sealed bids, whlch were publlcly opened and read aloud on January
17, 1995 by the Deputy Clty Clerk. The bid results were as
follows:

Shawnan Corporation "A" license was verlfied to be In good standing
by the California State Contractors! LJ..cense Board. References
provided by Shawnan Corporation and other references contacted by
Staff indicated that Shawnan Corporation did good work.
The City Englneer1s estimate for construction improvements ranged
between $900,900 to $1,200,000.
For construction management services, a Request for Proposal (RFP)
was sent to consulting firms. A selection team of three City
staff, lncluding two technical experts, evaluated the proposals.
The three finalists were interviewed on January 13, 1995 and a
consensus was reached to propose the selection of OIBrien-
Kreitzberg & Associates to perform the work
This firm has a well-established reputation and considerable past
experience managlng the construction of simllar types of projects.
Staff's previous experience with the firm is excellent. References
indlcated that OtBrien-Kreitzberg & Associates dld good work.

construction management services for the Fun Zone off-site
mitigation activities;

orders to complete additional work ~n conformance with the
Administrative Instruction on change orders.
