SUBJECT: Award of Contract to Construct Tenant Improvements For A
Pler Pollce Substation
Introduction
ThlS report recommends that the Clty Council award a contract for
the construction of tenant lmprovements for a Pler Police
substatlon to Spilat Construct1on Corp. , the lowest responsible
b1dder, 1n the amount of $228,700.
Backqround
The C1ty Council approved construction of a Pler Police substation
as part of the official approval of the Pier Fun Zone Environmental
Impact Report. The fac1llty is to be located at 320 Santa Monica
Municipal Pier, prev10usly known as liThe Beachcomber" bUlld1ng A
port1on of the eX1sting build1ng lS being remodeled to accommodate
Police operations on the P1er. The remainder of the bUlldlng will
be available for lease to future tenants The facillty will
1nclude 1nterv1ew rooms, offices, restrooms, a b1ke shed, a locker
room and a publlC counter.
A Notice Inviting Bids was publ1shed on September 29 and 30, 1994,
in The Outlook, as well as 1n four constrllction journals. Bid
documents were sent to SlX womanjmlnorlty business enterprise

assoclatlons (WMBE) . Bid packages were requested by 23
cont~actors. The City Clerk1s offlce received 12 sealed bids at
the prescrlbed time. The blds were publicly opened and read aloud
on December 5/ 1994/ by the Deputy Clty Clerk.

E.C. Inc. requested to wlthdraw thelr blds due to calculation
errors while compillng the subcontractors' costs. The City
Attorney's Office concurs that these firms may wlthdraw. RCO
Constructlon Co Inc. was found nonresponsive due to an lncomplete
bld package.
The lowest responsible bldder, Spllat Constructlon Corp., supplled
the Clty wlth seven (7) references and all references reported that
the contractor's work was satisfactory The State Contractors'
License Board verified that the Contractor's Llcense 18 current,
actlve and in good standlng.

It is recommended that the e~ty Councll:
1. Award a contract for the construction of tenant improvements
for the Pier Police sub-statlon to Spilat Construct~on Corp.,
the lowest respons~ble bldder, in the amount of $228,700;
2. Authorlze the Clty Englneer to issue any necessary change
orders to complete addlt~onal work in conformance with the
Adminlstrative Instruction on change orders.
