Backqround In response to published Notices Inviting Bids (published November 14-15, 1994) to furnish and deliver carpeting ~n accordance w~th C~ty specificatlons, bids were received and publlcly opened and read on November 3D, 1994. Proposal forms were mailed to seven vendors and not~ces were advertised in accordance wlth City Charter and Municipal Code provislons. Three proposals were received as follows: VENDOR RECYCLED VIRGIN Floor Coverlng Unllffilted Co. $29,578.23- $33,521. 99 Paclflc Rug and Carpet No Bid $32,231. 30* M & M Floor Coverlng No Bld $33,486.14 * JAN 2 " 1995 (denotes low bidder) - 1 - 6F - , ~ Th~s bid covers the purchase of Bealieu 1I0mni-Pointn carpeting for the Civ~c Auditorium. Bids were requested for both v~rg~n and recycled carpet~ng w~th no preference given to either type. The carpet will replace the main hall carpet and aisle runners which are badly worn. The b~d subm:.tted by Floor Covering Unlim~ted Company for carpet made of IIrecycled" materials does not meet City spec~fications for the follow1ng reasons' 1) Color: Floor Cover~ng Unl~mited Company offered a 11 brownish p~nk" and C~ty spec~f~cat~ons requ~red a "burgundy gray II . 2) Weave: The weave on the carpet made of recycled mater~als was nloosen and C~ty specifications required a "t1ghter" weave. 3) Manufacturer: Stcnebrook does not make the carpeting required and their product does not meet C~ty speclf~cations. Staff has evaluated the bids for carpet made of "virgln" materials and f~nds that the low bid submitted by Pac~fic Rug and Carpet does meet City specif~cations. - 2 - .. " Budqet(Financl.al Impact Fiscal Year 1994-95 appropriatl.on authority for this purchase is in the Capital Improvement Program budget, account number 32-740- 621-20095-8900-99327/ "Replace Main Hall Carpet and Aisle Runners", Recommendation It. is recommended that Councl.l reJect the "recycledll material carpet bid subml.tted by Floor Covering Unll.mited Company because l.t does not meet City specifications. It is recommended that the award of Bid #2518 be made to Pacific Rug and Carpet in the total amount of $32,231. 30 including applicable tax, as the best blader.
