Confirm Assessment Costs for Tree Planting and
Appurtenant Work on Colorado Avenue Between 7th and 14th
Streets
INTRODUCTION
Th1S report requests that the City Council set a public hearing on
April 11, 1995, to confirm the assessment costs for tree planting
and appurtenant work conducted on Colorado Avenue between 7th
Street and 14th Street, and to hear protests regarding the
completed work.
BACKGROUND
Tree plant1ng on Colorado Avenue between 14th Street and 20th
Street was completed in 1991 and property owners were assessed for
costs. This assessment distr1ct on Colorado Avenue between 7th
Street and 14th Street completes the second phase of the proJect.
On July 30, 1993, not1ces of the C1ty'S lntent to form a tree
planting assessment d1str1ct and hold a publ1C hearing were posted
and mailed 1n accordance w1th State Law to all affected property
owners. The publ1C hearing was held on September 14, 1993, and
after closlng the publlC hearing, the City Council ordered the work
to commence. 6C
The scope of work for the second phase of tree planting 1ncluded
plant1ng approximately 54 Carrot Wood and New Zealand Chrlstmas

trees, a one year malntenance period and lrrlgation to establish
proper tree growth. This area was previously sparsely planted.
The proJect fllled ln areas vOld of trees while greatly enhanclng
the overall streetscape aesthetics. This lmprovement lS part of
the City's Sustalnable City Program to increase the number of trees
in public spaces.
Consistent with the present policy for tree plantlng assessmentsr
commerclal and industrial property owners are assessed the full
cost. There are no residential property owners ln this assessment
dlstrict. ThlS assessment lS a cash assessment and no bonds will
be lssued. The cost is $7 00 per lineal foot, which lncludes
contractor costs, construction management, inspectlon, and posting
and mailing not:lces. The total estimated assessment for a
commerclal or industrial property owner wlth a 50-foot lot lS
$350 00. As wlth all assessment dlstrlcts, owners had the option
of plantlng trees themselves and reducing any assessment (no owner
utllized thlS optlon)
A publlc hearing to conflrm the assessment costs must be held
pursuant to Sectlon 5882 of the Californla Streets and Highways
Code. The attached resolutlon sets the public hearlng on Aprll 11,
1995 at 6:30 p.m. All affected property owners wlll be notlfled of
the publlc hearing date and the assessment amount at least forty-
flve days prlor to the publlC hearing A llst of property owners
and assessment amounts will be avallable ta the Clty Cauncll at the
tlme of the public hearing.

The assessment distr2ct will be administered in accordance with the
procedures set forth in the Improvement Act of 1911 of the
Callfornia Streets and Highways Code and the Government Code.
BUDGET/FINANCIAL ANALYSIS
The assessment d2strict wlll generate revenues of approximately
$21,035, for FY 1994-95 and deposited in Revenue Account No. 01-
500-402-00000-0177-10000. The cost for this tree plantlng was
$18,064.56. Any unpald assessment will be placed on the 1995-96
property tax roll by the Los Angeles County Assessor's Office
RECOMMENDATION
It is recommended that the City Council adopt the attached
Resolution settlng a public hearing for April II, 1995, to confirm
the assessment costs for the tree plantlng and appurtenant work on
Colorado Avenue between 7th Street and 14th Street.
