Speclflc Buildings) to Allow a Supermarket
INTRODUCTION
ThlS report transmlts for Clty Council certlflcatlon the Statement
of Offlclal Action for the appeal of the Plannlng Commlssion's
denial of DR 94-006 to allow the construction of a supermarket at
the Arboretum slte near the corner of Olympic and Cloverfield
Boulevards.
On February 7, 1995, the Councll approved the "Amendment Planll
alternative for the supermarket and denied the "ZA Plan" for the
supermarket based on the findings and conditions contalned ln the
attached Statement of Official Actlon.
BUDGET/FINANCIAL IMPACT
The recommendation presented ln this report does not have any budget
or financial lmpact.
RECOMMENDATION
It is respectfully recommended that the City Council approve the
attached Statement of Offlclal Action.

DEVELOPMENT REVIEW PERMIT FINDINGS (DR 94-006), ZONING ADMINISTRATOR
PLAN
1. The Access Pomts and mternal circulatIOn plan are not adequate to accommodate
antiCipated automobile and pedestnan traffiC for the proposed buildmg, m that the plan
proVides only one vehicular access pomt to a parking and CirculatIon area contalmng
over 200 parkmg spaces, which would have the potential to create traffic congestIon
both on and off of the sIte
DEVELOPMENT REVIEW PERMIT CONDITIONS (DR 94-(06). AMENDMENT PLAN
1 Pnor to Issuance of a buIldmg permIt for the proJect, the applicant shall demonstrate
that a mmnnum of eight secure bicycle parkmg spaces are prOVided on-sIte, wlthm

close proxllmty to the entrance of the structure Additionally, the apphcant shall
modify plans to mdlcate the locatIOn of the reqmred electncal outlet for the purposes
of rechargmg electric vehicles
2 Prior to submissIOn to ArchItectural ReView Board, the tower element shall be reduced
m height to 56' from the currently proposed 56'6", thereby brmgmg It mto
conformance With the 56' maximum height estabhshed for a supermarket in the
Olymplc/Cloverfleld Zone pursuant to the DA amendments pendmg approval by the
City Councll
3 Prior to submiSSIOn to the Architectural ReView Board, the apphcant shall redeSign
the market roof to mclude added articulation such as skyhght, clerestory or other
bmldmg elements which would add Visual Interest to the roof
4 Prior to submiSSIOn to the Architectural ReView Board the top of the loadmg space at
the western edge of the market shall mclude a trelhs or roof to screen the loadmg
area
5. In Its reView, the Architectural ReView Board shall ensure the use of hIgh quahty
landscapmg and bmldmg materials
6 The proposed landscapmg and concourse to the north of the market Site shall be
mstalled prior to Issuance of a Certificate of Occupancy for the market project.
7. Seatmg, to be reViewed by the ArchItectural ReView Board, shall be provided in the
landscaped areas and the bus shelter and pedestrian access these areas shall be
carefully reViewed
8 The Architectural ReView Board shall pay particular attention to the landscaped slopes
on the eastern and northern boundary of the development site, and to the way the
bmldmg's placement on the site relates to eXlstmg and future development and open
space In addmon, the ARB shall carefully review the proposed landscapmg, parking
lot screemng. and the roofscape of the market.
9 The Architectural ReView Board shall carefully review the deSign of the pedestrian
walkways around the perimeter of the project. particularly m relationship to the
below-grade landscaped slope along Cloverfleld
10 Prior to Issuance of a bmldmg permit, the apphcant shall closely review the surface
parkmg lot circulatIOn plan With the Parkmg and TraffiC Engmeer to determme If
further =provements to the plan are appropriate
