SR-6F (3) 6F" 'c"l CCS:SEM uscon Santa Monica, Callfornla City Councll Meeting March 21, 1995 MAR 2 1 1995 STAFF REPORT TO: Mayor and City Councll FROM' City Staff SUBJECT: Request to Conduct a Parade on an Alternate Route INTRODUCTION Thls report descrlbes a request to conduct a parade on a route other than the Clty'S authorlzed parade route (SMMC Section 4 08.580) and recommends conditional approval. BACKGROUND Last year the Clty Council was asked to approve and supply resources for a U S Constitution Day Parade, closlng Maln Street from Colorado Avenue to the south Clty limits from 9 to 11 a.m. on Saturday, September 17, 1994, wlth a speaker's platformjrevlewing stand at Clty Hall Desplte concerns about slgnlflcant public translt dlsruption, staff recommended that the request be granted on a non-precedent settlng basis provlded that certain condltlons were met. Councll authorized the parade provlded that unlts not be brought to the Rand Corporation staglng area prlor to 6:00 a m , that the duration of the parade be limited to two hours lncluding frequent traffic breaks to allow buses and other traffic to cross the parade route, that any service not provlded by the Clty such as barricadlng and coning of streets and posting of dlrectional "'gn" be~~ 1 ,:- i M 2~1995 and paid by the organlzers, that the organizers notify all residents and businesses on and wlthln three blocks west, east, north and south of the parade route of the event and of alternate traffic routes after approval of the notlflcatlon letter by the City, and that coples of all permits from the Clty and County of Los Angeles be flled wlth the Clty prlor to the event date. The City provided support in the form of no parklng slgns, labor (pollce, trafflc operations and electrical) , and transit rerouting at a cost of $4,917 Approxlmately 25 units and less than 200 participants comprlsed the parade WhlCh was completed wlthin the two hour tlme limlt. The organlzers dld not provide the requested neighborhood notificatlon letter and old not manage the sequencing of parade unlts to provide frequent trafflc breaks, adversely affecting the travellng publlc, lncludlng transi t riders. Dispersal at Rose Avenue was not well organlzed. The parade organlzers propose to make thls an annual event and have requested the same route for a parade to be held on Saturday, September 16, 1995. They propose a speaker's platform/reviewing stand at the Clvic Auditorlum rather than at City Hall, wlth staglng on Maln Street ltself from Colorado to the ClVlC. They expect substantlal growth In the number of participants to 1500 and propose to cap the number of units at 100. They antlclpate twenty equestrlan unlts. They propose to disperse wlth the LAPD assistlng unlts west on Rose, crossing Paclflc Avenue with the trafflc slgnals and proceeding north on Ocean Front walk to the southernmost Santa Monlca Beach Parking lot where participants can meet thelr 2 transportation. The~r application indicates that "the principal log~stical concern dur~ng the parade is to maintain the smoothest poss~ble cross flow between regular veh~cle traff~c and the parade at traff~c l~ght regulated ~ntersect~ons." DISCUSSION Four Santa Monica Municipal Bus Line routes are affected by the parade ~f Ma~n Street closure ~s l~m~ted to a two hour duration. They are: o L~ne 1 Running north/south on Main o L~ne 2 Running east/west on Hill, cross~ng Ma~n then travell~ng on Ne~lsen Way (H~ll) o L~ne 7 Running east/west on P~co Boulevard (P~co) o Line 8 Runn~ng north/south on Ma~n Street from Ocean Park Boulevard north (Ocean Park) Between 9 and 11 a.m. on a Saturday, 53 bus tr~ps are scheduled on those lines, with s~xteen tr~ps on the heav~ly used pico line alone The organ~zers were not able to sequence the modest number of parade un~ts last year to prov~de breaks for traff~c flow at key lntersections, w~th result~ng d~srupt~on of trans~t routes. A sign~f~cantly larger parade ~s contemplated this year. Staff has cons~dered several opt~ons to reduce the parade's impact on motor~sts and the transit dependant publ~c. o Close Ma~n Street south of Pico, stage the parade ~n Lot 9, across from the Edgemar complex and have the speaker's platform at the Commun~ty Garden lot This would el~m~nate the impact 3 -- --- ---- on Pica. o Close Maln Street south of Ocean Park Boulevard, stage the parade In Lots 10 and lOA at the Heritage Museum with the revlewlng stand at the Museum. This would ellminate the impact on pico and Ocean Park. o Stage the parade as requested by the organlzers but requlre thelr cooperatlon wlth Pollce trafflc control personnel to stop parade unlts regularly at PlCO, Ocean Park and hill to provlde cross trafflc flow, Ocean Park and Hlll Streets, havlng pollce trafflc control stop parade unlts wlth the trafflc slgnals at those locations. This would minimlze the parade impact on these three crltlcal routes Whlle the flrst two alternatlves are loglstlcally more convenlent for the City, the parade organlzers express a strong preference for startlng parade at the ClVlC Center. They understand that the thlrd alternative would limi t the size of the parade to the number of unlts that could phase through the lntersections and reach the southern Clty llmlts wlthln the two hour closure period. BUDGET/FINANCE IMPACT Costs for Clty support of thls parade are estimated at $5500. Funds for this purpose come from contlngency account number 01-700- 274-00000-7785-00000. There will be a loss of meter revenue on Maln Street assoclated with the event 4 RECOMMENDATION It is recommended that the City Council approve the alternate route requested for thls pa~ade Wlt~ the followlng condltlons: o Maln Street to be closed for a maximum of two hours from 9 to 11 a.m. on Saturday, September 16, 1995. o The organlzers to cooperate absolutely wlth Pollce trafflc control, sequencing parade units to allow cross traffic at regular lntervals at the slgnallzed lntersections at Pico, Ocean Park and Hill. o The organizers to provide a City approved wrltten notlce one week In advance of the parade date to residents and businesses on Maln Street and wlthln a three block area of the Parade providing the date, tlme and route of the parade and describing the trafflc lmpact. o No staging to occur prlor to 6:00 a.m. o The organizers to provlde any serVlce not provided by the Clty such as barricading and coning of streets and posting of dlrectlonal slgns. o The organizers to have a volunteer follow each equestrlan unlt throughout the parade route to pick up and approprlately dlspose of any droppings so that feces do not enter the storm dralns 5 0 The organizers to flle wlth the Clty any and all permits lssued for the parade by the City and County of Los Angeles.
