Introduction
ThIS staff report requests that the City Council adopt the attached resolution which
designates the City's authonzed representatives In dealing with the California Office of
Emergency Services (OES) and the Federal Emergency Management Agency (FEMA)
Discussion
Dunng recent winter storms, the City of Santa MOnica expenenced damage mcludlng
flooding of a beach parkmg lot, a landslide near the Airport and multiple landslides aiong
the Palisades bluffs A State and Federal disaster area was declared which Included the
City of Santa MOnica The City IS entitled to receive reimbursement as authonzed by the
Stafford Act of 1974, (PL 93 - 288), as administered by FEMA and OES
in order to receive this reimbursement, FEMA and OES require the City CouncIl adopt a
resolution desIgnating official representatives for purposes of signing official
documentation The attached resolution designates John Jallll, City Manager, Susan
McCarthy, Assistant City Manager, Katie LIChtlg, Semor Management Analyst, Ettore

Recommendations

A RESOLUTION OF THE CITY COUNCil OF THE CITY OF
SANTA MONICA DESIGNATING THE CITY'S AUTHORIZED
REPRESENTATIVES DEALING WITH THE CALIFORNIA
OFFICE OF EMERGENCY SERVICES AND THE
FEDERAL EMERGENCY MANAGEMENT AGENCY
WHEREAS, dunng a senes of winter storms m 1998, the City of Santa MOnica
experienced damage within portions of the City, and
WHEREAS, a state and federal disaster area was declared entitling the City of
Santa Monica to receive reimbursement as authorized by the Stafford Act of 1974 (Pl 93 -
288) as administered by the Federal Emergency Management Agency (FEMA) and the
California Office of Emergency Services (DES), and
WH EREAS, In order to receive this reImbursement, FEMA requIres the CIty CounCil
to adopt a resolution deSignating official representatives for purposes of sIgning officIal
documents,
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOllOWS
SECTION 1 John Jahll, City Manager, Susan McCarthy, ASSistant City Manager,
KatIe llChtlg, Semor Management Analyst, Ettore Berardinelli, FIre Chief, and Ellen
McNeill. Emergency Services Coordmator are hereby deSignated as offiCial representatives
for the City of Santa MOnica for the purpose of signing offiCial documents related to
reimbursement by FEMA and OES for disaster related expenses

SECTION 2 The City Clerk shall certify to the adoption of this resolution, and
thenceforth and thereafter the same shall be In full force and effect
