Introduction
This report recommends that the City Council authOrize the City Manager to modify the
scope of work, and negotiate and execute an amendment to the professIonal services
contract with Black and Veatch. LLP, for additional construction management, inSpection,
peer review and statIon monltormg services, reqUIred In conjunction With the Moss Avenue
samtary sewer pumping station structural shell construction The negotiated fees for thIs
contract amendment for the additional services shall not exceed $129,755
DISCUSSion
On December 11. 1997, the City of Santa MOnica entered mto a contract With Black and
Veatch. LLP, for part-time construction management and inspection services for the
construction of the Moss Avenue samtary sewer pumpmg station structural shell Black
and Veatch momtors the work of Montgomery Watson Amencas, Inc (Montgomery
Watson). the firm that IS designing and bUIlding the structural shell

A modificatIon to the Black and Veatch contract IS now necessary to pay for additional
inspection hours. peer review services, and vibration momtonng due to reVISions to
Montgomery Watson's work schedule and contract term Montgomery Watson has
required additional time to complete work due to site conditions The vibration related to
the shoring InstallatIOn durmg the first phase of the project had to be carefully monItored
by Black and Veatch to aVOId any potential damage to adjacent structures Design of the
second phase of the Moss Avenue Pumping Station (mechanical, electrical,
instrumentation, metenng and controls) IS now at a stage where additional peer design
reviews are required as well
The City of Los Angeles contributes a Sizable portIon of the total wastewater flow Into the
Moss Avenue station and will be responsible for their proportionate share of the cost to
upgrade the station Staff has been meeting with the City of Los Angeles regardmg their
portion of the Moss Avenue sanitary sewer pumping station replacement costs and the
details of their reimbursement to Santa MOnica are bemg finalized

Staff antIcIpates that the CIty of Los Angeles WIll reImburse 95% of the costs for replacing
the Moss Avenue pumping station There are sufficIent funds In the Wastewater Fund to
cover the contract amendment proposed In this report until reimbursement from the City
of Los Angeles IS received

Recommendation
Staff recommends that the CIty Council
1 Authorize the CIty Manager to negotiate and execute an amendment to the
professional services contract with Black and Veatch, LLP, In an amount not to
exceed $129.755 for the Moss Avenue sanitary sewer pumping station structural
shell. and
2 AuthOrize the City Engineer to Issue any necessary change orders to complete
addItional work In conformance WIth the Administration Instructions on change
orders
