SUBJECT Recommendation to Accept Grant Funds and Establish Expenditure
Authonty for Used Orl RecYCling Grant Funding from the California
Integrated Waste Management Board
INTRODUCTION
This report recommends that the City CounCIl accept grant funds and establish
expenditure authorrty In the amount of $70,678 from the California Integrated Waste
Management Board for a used 011 recycling program at the Santa Monica Airport
BACKGROUND
In Apnl and July 1997, the City Council passed a resolution authonzlng the City
Manager, or designee, to submit and execute used 011 recycling and household
hazardous waste grant applications to the California Integrated Waste Management
Board (CIWMB)
The Callforma Integrated Waste Management Board (CIWMB) offers grants to local
governments to establish and enhance eXisting programs that address the proper
management of used 011 and other household hazardous wastes From 1990 to 1996,

the City received ten such grants totaling over $330,000 The funds have been used to
conduct comprehensive Informational campaigns, to purchase 011 collection containers
which are free of charge to Santa Monica residents, to purchase and Install new
billboard-type educational signs for City trash trucks, to host a Southern California
regional forum on used 011 recycling. to sponsor a fleet managers seminar on the use of
re-reflned motor 011, and to develop outreach matenals for household hazardous waste
management and support the operation of the collection faclhty
DISCUSSION
The Environmental Programs DIvIsion of the Environmental and Public Works
Management Department has Identified additional waste 011 recycling actiVities that
qualify for grant funding Piston-powered aircraft at the Santa Monica Airport generate
at least 3,250 gallons of used 011 per year This program Will help prevent disposal Into
landfills and spills Into the storm water system The new CIWMB grant Will be used to
fund the purchase and installation of equipment, slgnage and lighting for the used-oil
collection sites A total of four collection sites Will be establIshed, each haVing a 400-
gallon above-ground used 011 tank. used 011 filter collectIon drum, spill containment and
clean-up equipment, lighting, and appropnate signs In addition, an educational
outreach program WIll be deSIgned for airport tenants and staff

BUDGET/FINANCIAL IMPACT
Council approval of the staff recommendations will result In an Increase to revenue
account 20-500-662-00000-0344-10000 In the amount of $70,678, and the creation of a
new CIP appropriation of $70,678 In account 20-760-662-20098-8900-99860
RECOMMENDATION
Staff recommends that the CIty Council
1 Accept the grant funds from the CIWMB, and
2 Approve the budget changes as described In the Budget/Financial Section of
this report
