INTRODUCT[ON
This report recommends that the City Council adopt an emergency ordinance to extend for
24 months an exist~ng mterEm ordinanc~ that modif~~s the standard appl~ed to the defm~#~on
af flaor area in the C3-C Downtown Overlay Zone On March 24. 1998, the City Council
adopted a 45-day interim ordmance modiiymg the C3-C zone to discount by 50% the floor
area dedicated to residential uses En the C3-C Zoning District for purposes of caiculating
the De~elopment Review permit threshald In order prevent expiration of this ordinance,
the ex#ension must be adopted as an emergency ordinance If adoptecf, the propased
interim ordinance would be ~alid up to and mcluding June 11th, 2Qa~ The ~roposed
ordinance is conta~ned in Attachment A
DISCUSSION
The Zaning Ordinance currently allows for flaor afea dedicated ta resic~ential uses in the
C3-C Zoning Distr[ct to receiWe a 50% discount Howe~er, the C3-C de~elopment
standards do not pro~ide a similar discount when calculating the square footage related
to the De~elopment Re~iew threst~old The existing 45-day interim ordinance allows
proJects ~n the C3-C Zoning District deemed complete after February 17, 1998 to utilize the

proposed ~nterim ordmance ta extend tt~e exist~ng mtertim orci~nance fs necessary to proWtde
the Planning Commission and City Cauncil time to study and e~aluate a text amendment
to modify the text of the C3-C District deve~opment standards, and possibly the standards
of other similar commercial zones where residential uses are permitted

The recommendafion presente~ in this report will have no budgetary or financial impacts
RECOMMENDATION
It is respect#ully recommended that the City Council adopt the attached mterim ordinance
extending the modi#icafians to the C3-C zone for a penad of two years. to June 11, 2000
