Elevator Replacement
Introduction
ThiS report recommends thatthe City CouncIl authorize the City Managerto negotiate and
execute a ProfeSSional Services Agreement with RoblnsonlTakahashl/Katz & Associates
for the desIgn and construction management of the City Hall elevator replacement project
m an amount not to exceed $100,000
Background
The eXisting elevator servmg City Hall was budgeted for replacement In FY 1997-98 due
to ItS age and chroniC mamtenance problems Environmental and Public Works
Management (EPWM) staff determined that It was neither feaSible nor cost effective to
repair the eXisting elevator

DISCUSSion
Requests for proposals (RFP) for design and construction management services for the
City Hall elevator replacement were sent to twelve firms Three proposals were received
A selection committee consisting of representatives from Environmental and Public Works
Department's DIVISions of Administrative Services and Englneenng selected
RoblnsonlT akahashl/Katz and Associates as the most qualified consultant for this project
They recently completed 12 projects for Beverly Hills, mcludmg an elevator replacement,
wIth great success All the references supplied by the consultant were contacted and
mdlcated that the consultant had provided good service
The consultant's services wlllmclude deslg n of the proJect, finallzmg project cost estimates,
prepanng bid speCIfications, and Inspecting and managing construction Additionally, the
consultant Will be responsible for prepanng a comprehensIve plan for maintaining full
accessIbility to the second and thIrd floors of City HaJJ dUring constructIon.
To minimiZe disruptions to normal actiVities In City Hall, most of the construction work Will
be performed at night, after normal working hours A cntrcal goal of the consultant's
construction management plan Will be to minimiZe the Impacts of construction on the dally
actiVities In City Hall

Funds for this contract are available In the amount of $100,000 In Capital Improvement
Account Number 01-710-481-20098-8900-99719, "City Hall Elevator Replacement"
Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a professional services agreement with RoblnsonlTakahashl/Katz & Associates
for the design and construction management ofthe City Hall elevator replacement at a cost
not to exceed $100,000
