SUBJECT Recommendation to Authonze the City Manager to Negotiate and Execute
an MOU with the Los Angeles County Department of Public Works for
Reimbursement of Costs AssocIated With Site VISits to Educate Businesses
Regarding the Municipal Storm Water (NPDES) Permit
INTRODUCTION
This report recommends that the City Council authOrize the City Manager to negotiate and
execute a memorandum of understanding (MOU) With the Los Angeles County Department
of PubliC Works for reImbursement of costs associated With Site VISitS to educate
businesses regarding the Municipal Storm Water (NPDES) Permit The amount of the
reimbursement would equal $12,305 per year for four (4) years
BACKGROUND
In July 1996, the Regional Water Quality Control Board adopted a county-wide
National Pollutant Discharge Elimination System (NPDES) permit for mUnicipal storm
water discharges The City of Santa Monica adopted a resolution In support of the
permit The permit requires that mUniCipalities reduce the flow and tOXICity of runoff
generated Within their city limits ActiVities Include, but are not limited to public
education, enhanced catch basin cleaning, enhanced street sweeping, eliminating IlliCit

connections to the storm draIn system, and eliminating and/or reducing runoff leavIng
construction sites
DISCUSSION
A specific requirement of the permit IS that each municipality conduct educational site
VISitS of Industries within their JUriSdiction The most cost-effective and efficient method
to educate businesses and Industries IS to Include storm water education as part of
ongoing site VISits or Inspections For example, In Santa Monica, these educational site
VISitS are conducted by the Industrial waste Inspectors In addition to their regular
Inspection activities This method of education creates less of a burden on the
regulated community by reducing the number of Inspectors who VISit business sites
In August 1997, the County Board of Supervisors appropriated funds to pay for site
VISitS of selected Industries within the County The County made these funds available
for Cities to be reimbursed or for County Inspectors to perform the work The availability
of these funds allows the City to be reimbursed for the educational work of ItS
Inspectors
BUDGET/FINANCIAL IMPACT
There IS no Impact on expenditures from the recommended action since these activIties
are performed by eXisting staff Staff recommends that the L A County reimbursement
be deposited In Storm Water Management Fund revenue account # 34-500-661-00000-

0228-10000 In the amount of $12,305 per year for four (4) years In order to receive
these funds, the revenue In the above account should be Increased by $12,305 for FY
1997/98 The revenue for the subsequent fiscal years will be reflected In the respective
budgets
RECOMMENDATION
Staff recommends that the City Council authorize the Clty Manager to negotiate and
execute a MOU with the Los Angeles County Department of Public Works for
reimbursement of educational site VISits related to the mUnicipal storm water NPDES
permit In the amount of $12,305 per year for four (4) years and approve the above
budget actions
