INTRODUCTION
This report IS supplemental to the Apnl 14, 1998 staff report which recommends the City
CouncIl 1) adopt a Statement of Overriding Considerations and certify the Final EIR
evaluating the environmental Impacts of the 1998-2003 Housing Element Update, 2) adopt
a resolution amending the eXisting Housing Element of the General Plan by approving the
Draft 1998-2003 HousIng Element Update With amendments as proposed by staff
BACKGROUND
Staff recommends two additIonal modifications to the 1998-2003 Housing Element Update
To more fully address concerns raised by the State Department of Housing and
Community Development, staff recommends that 1) a clanfYlng statement be added to
Section II 4 on page 11-92 to clanfy that the CIty's fair share estimate does not take credit
for overpayment reduction and shelter beds. and 2) a descnptlon of the City's current
efforts to modify the Incluslonary HOUSing Program be added to the last paragraph of the

RECOMMENDATION
As with the onglnal recommendation, staff respectfully recommends that City Council take
the follOWing actions
1 Adopt a Statement of Overriding Considerations and certify the Final E1R evaluating
the environmental Impacts of the 1998-2003 Housing Element Update
2 Adopt a resolution amending the eXisting HousIng Element of the General Plan by
approving the Draft 1998-2003 Housing Element Update with amendments as
proposed by staff
