IntroductIon
This report recommends an award of bid to furnish and deliver one four-wheel dnve loader
for the Beach Mamtenance DIvIsion, Environmental and Public Works Management
Department, In the total amount of $131,634 17, Includmg applicable sales tax
Backaround
In response to published Notices Inviting Bids (published January 30 and
February 2, 1998) In accordance With City specifications, bids were received and publicly
opened and read on February 19, 1998 Proposal forms were mailed to SIX vendors and
notIces were advertIsed In accordance WIth CIty Charter and MunIcIpal Code prOVISIons

This vehicle will replace a 1981 John Deere tractor as part of the vehicle replacement
program It Will be used by the Beach Maintenance DIvIsIon to move sand around as part
of the dally mamtenance operations
The bids submitted by Bengal EqUipment & Tractor Co and SMA Equipment Co are non-
responSive because they do not comply with City specifications for the dnve axle which IS
necessary for a sandy beach environment Staff has evaluated the bid submitted by
Coastline Equipment and finds that It meets City speCifications
The purchase of this diesel-powered vehicle IS consistent with the City's reduced
emiSSions fuel poliCY There IS no California Air Resources Board (CARB) approved
conversion kIt available for this vehicle at this time, and there IS no estimate of when a
CARB approved conversion kit Will be available to convert the vehicle to compressed
natural gas

Recommendation
It IS recommended that the Council reject the bids submitted by Bengal Equipment &
Tractor Co and SMA Equipment Co and that the award of Bid #2680 be made to
Coastl1ne Equipment m the total amount of $131,63417, Including applicable sales tax, as
the most responsible bidder
