SUBJECT Recommendation to Award Bid to Furnish and Deliver Three Conventional
Compressed Natural Gas (CNG) Pickup Trucks, Bid #2678 and Notify
Council of an Exception to Resolution No 8966 (CCS)
Introduction
This report recommends an award of bid to furnish and deliver three CNG pickup trucks
for the Airport DIvISion, Resource Management Department (two) and the Event FaCIlities
DIVISion, Community and Cultural Services Department (one), In the total amount of
$54,453 43, Including applicable sales tax These awards require notification of an
exception to Council poliCY (Resolution No 8966-CCS) regardmg conducting business
With firms dOing business In or With Burma
Backaround
In response to published Notices Inviting Bids (published February 10 and
February 11, 1998) In accordance With City speCifications, bids were received and publicly
opened and read on March 3, 1998 Proposal forms were mailed to thirteen vendors and
notices were advertised In accordance With CIty Charter and MUniCipal Code proVISions
Five proposals were received as follows

On November 28, 1995, Council adopted Resolution No 8966 (CCS) "Establlshmg a
Policy for the City of Santa MOnica Prohibiting Contracts for Personal Services and
Purchase of Commodities from Companies DOing Busmess In or with Myanmar (Burma) JI
ThIS policy allows the CIty Manager to approve an exception when It IS In the Interest of
public health, safety or welfare and the service or commodity cannot be reasonably
obtamed from any other source The City Manager has approved thiS purchase as an
exception to Resolution No 8966 (CCS)
These vehicles Will replace a 1985 Ford Ranger and a 1986 light duty pickup truck used
by the Airport DIVISion and a 1988 Dodge Anes used by the Event FaCilities DIVISion, as
part of the Fleet Vehicle Replacement Program These conventional pickup trucks are
used to haul barncades, signs and work matenals used In dally operations
The purchase of CNG-powered vehicles IS consistent With City'S reduced emiSSions fuel
policy Staff has evaluated the low bid and finds that It meets City specifications

Fiscal Year 1997-98 appropriation authority for this purchase IS In the Capital
Improvement Budget, account number 54-710-461-20098-8900-99167, "Fleet Vehicle
Replacement Program"
Recommendation
It IS recommended that the award of Bid #2678 be made to Don Kott Ford In the total
amount of $54,453 43, includIng applicable sales tax, as the lowest responsible bidder
