Subject Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract with Larkin/Lamb Associates In an Amount Not to Exceed
$80,905 to Prepare a CitYWide SIgn Inventory
INTRODUCTION
ThiS staff report recommends that the City Council authorize the City Manager to negotiate
and execute a contract wIth Larkm/Lamb AssocIates In an amount not to exceed $80,905
for the preparation of a citYWide sign Inventory
BACKGROUND AND DISCUSSION
The City Planning DIVISion Included as an obJective, In the 1997/98 budget, funding for an
Inventory of eXIstIng nonconforming bUIlding slgnage to IdentIfy sIgns that wIll reqUIre
removal In the year 2000, pursuant to the City's Sign Ordinance, as Phase I of a multi-year
effort The CIty'S eXIsting SIgn Code was adopted In 1985 and Includes SectIon 9 52.210
(d) which states that all free-standing, roof, upper level, projecting and off-premIses signs,
including those signs which were previously animated or emitting signs, lawfully placed
before the effective date of thIS Chapter [Apnl 11, 1985] and not In conformance wIth the
prOVIsions of thiS Chapter, shall be removed, or where applicable, modified to conform to
the reqUIrements of thIS Chapter, by Apnl 11, 2000

In order to meet the compliance date, the City must first ascertain which signs are
nonconforming and which signs will be reqUired to be removed, or where applicable,
modified to conform A database of all eXisting slgnage In the City must be created The
first phase of this project Includes a City-wide Inventory of all eXisting commercial slgnage,
followed by Identification of those signs which will be required to be removed or modified
Phase II will Include outreach to the bUSiness community and will Include presentations to
vanous bUSiness groups, Chamber of Commerce, and local merchants' groups
Development of crrtena for signs which may be worthy of preservation due to their
aesthetiC, cultural or hlstonc value (mentorlous signs) wIll also be Included In Phase II
A Request For Proposal to prepare a sign Inventory was Issued In February, 1998 to 37
firms Proposals were submitted by three consultants who were then Interviewed by City
staff These three consultants Included Lamb/Larkin ASSOCIates, Berryman & Henlgar, and
aCIM Company After the interviews With City Planning And Information Systems staff,
and complete reference checks, Larkin/Lamb ASSOCiates was chosen for the following
reasons
. Larkin/Lamb ASSOCiates have an understanding of the scope of the
proJect, and have the technical expertise needed to collect the data
for the sign Inventory In a format which will allow the City to update
the Information on a regular baSIS WIthout Significant cost to the City
. Larkin/Lamb ASSOCiates have experience In prepanng Similar
InventOries for other Cities, Including the City of West Hollywood and
the City of Carson

After review of the Sign Code, larkin/Lamb Associates will Inventory all eXisting slgnage
City-wide The Inventory shall provide Information regarding all eXisting slgnage and will
serve as an ongoing resource for review of future sign requests The collected Information
Will be Input Into ArcVlew GIS, which IS a computer software program currently used by the
City
USing the eXisting 1983 sign photograph survey, Architectural ReView Board Action Sheets
and sign permits, Larkin/Lamb and ASSOCIates Will IdentIfy those nonconforming sIgns
approved pre-1985 which are reqUired to be removed or, where applicable, modified and
those approved post-1985, whose conditions of approval reqUire the removal of the
nonconforming slgnage by the Apnl, 2000, conformance date
One of the final work products Will be a list of all properties by assessor parcel number,
address and the appropriate tenants, IdentifIed through the survey, With nonconforming
slgnage Larkin/lamb and ASSOCIates WIll provide a reproducible document of the
collected data to the City
The sign Inventory Will be performed over the next three months After an Initial notice to
affected property owners, the City Will hold meetings to Inform vanous Interest groups of
the conformance schedule

FINANCIAUBUDGETARY IMPACTS
This staff report recommends that the City Manager negotiate and execute a contract with
Larkin/Lamb AsSOCiates for an amount not to exceed $80,905, including a contingency of
$7,355 (10%) Funds are Included In the 1997/98 budget In account #01-210-266-00000-

RECOMMENDATION
It IS recommended that the City Council authorize the City Manager to negotiate and
execute a contract wIth Larkin/Lamb ASSOCiates In an amount not to exceed $80,905 to
prepare a citYWide sign Inventory
